Financial relief provided during COVID-19
We have waived the one per cent late fee on utility bill payments for the remainder of 2020 to help people financially during the novel coronavirus pandemic. We encourage those who are able to pay before the due date. Thank you.
We delayed the late penalty on property taxes. The tax due date was July 2, 2020, but the 10 per cent late penalty for 2020 was charged Oct. 1 instead of July 3 as would normally have been the case.

You can register or log in at any time to view your bill online. Follow this how-to document for assistance if required.
We have provided a sample bill to show you how utility rates are listed. When viewing your bill, it also helps to know what your service area is. Our Water Service Areas Map may help you identify your system.
We do not accept online payments; you can arrange for online payments through your bank. For more information on paying utility bills please read our Billing Inquiries and Payments section below.

Annual Sewer and Water Debts |
If applicable, annual Sewer and Water Debts are billed either in January (once a year) and are due November 15 of the same year, or are added to property taxes. Sewer and Water Debts are 20 year debentures resulting when a property owner opts to finance, rather than pay out, their portion of installing sewer or water systems in their service area. The debts cannot be paid off early as they are financed under the Municipal Finance Authority not West Kelowna. We do not accept credit card payments; however, we do accept cheques from credit card companies. Due to COVID-19 prevention efforts we are not currently accepting in person payments such as debit cards or cash. Please place money orders or cheques (current, post-dated and certified) in the after hours drop box, which is located next to the main entrance at City Hall. Please put your account number on the memo line of the cheque or money order, include your bill payment stub if possible and place together in an envelope before submitting. Do NOT submit cash payments through the drop box. Garbage and Recycling Rates |

Additional Bins and Cart ChangesAdditional charges may apply if you wish to change bins to larger sizes and/or request additional bins. Moving and New Accounts |
Please ensure you, or your legal representative, contacts the Utility Billing Department at ub.finance@westkelownacity.ca or 778 797-8850 at least 24 hours before your move in order to close your account and/or open a new account and arrange to have your meter read. Provide your new mailing address so that your final bill can be forwarded, if applicable.
New accounts are opened in property owner's names, a Request to Bill Tenant form can be completed to add a tenant's name as a care-of for reference purposes. |

Water Meters |
Your meter is radio transmitted. The reader drives down your street and information automatically transmits to a mobile device located in the vehicle. The meter is read every three months. Read Your MeterRead your meter by shining a flashlight on the digital display. The last four digits on the right are decimal places. Look at the numbers on the left of the decimal. Identify A LeakIf you see a faucet this is an indication of a leak, which can be caused by anything from a broken seal on a tap or toilet to a humidifier. Please investigate or call a plumber to assist with locating a leak. The City of West Kelowna cannot tell you what is leaking within your home or business. |
Water Rates |
Water rates are increasing annually between 2018 and 2022 to pay for extensive improvements throughout the two systems, including a new treatment plant for the Lakeview (Local Rose Valley), Pritchard/Sunnyside and West Kelowna Estates Systems and water main and storage upgrades in the Powers Creek System. To learn more about Rose Valley Water Treatment Plant design, construction and financing, please visit the project webpage. The high capacity Rose Valley Water Treatment Plant will be similar to the Powers Creek Water Treatment Plant, which avoids Water Quality Advisories and Boil Water Notices in the Powers Creek System. Current water rates can be viewed in the Bylaws Fees and Charges B0028 (Consolidated) - under Schedule 8. Water rates consist of two components: one that is fixed to cover operations and maintenance, debt repayment and financing costs and future system replacement and upgrade costs; the other, which is variable, is based on your conumption. View and Pay Your Bill To view your utility billing account (garbage collection, water and sewer) please log in or register online. Payments can be made by mail, in person at City Hall, in person at most financial institutions (please bring your entire bill) or pay by telephone/online banking. The City of West Kelowna does not accept credit card payments; however, we do accept cheques from credit card companies. The City of West Kelowna will accept debit cards, money orders and cheques (current, post-dated and certified) and cash. For non-cash payments, City Hall also has an outside drop box located adjacent to the main entrance for after hours use. For online banking, select West Kelowna Utilities as the payee. Your account number is located near the top left hand corner of the bill. Please contact your bank if you need set up assistance. Your bank can also help you sign up for Pre-Authorized Payments and have payments automatically deducted from your account on each due date. |
