Bylaw Compliance

The goal of West Kelowna Bylaw Services is to encourage, and facilitate voluntary compliance of the City's regulatory bylaws that protect the peace, health and safety of our community.

Bylaw Services Hours of Operation
  • Officers on Duty:  7 a.m. to 6 p.m., seven days a week.
  • Bylaw Office: 8 a.m. to 4 p.m., Monday to Friday, excluding statutory holidays.

If your complaint requires immediate attention due to public safety, moving vehicle violations, suspicious circumstances, or possible criminal activity, please report it to the West Kelowna RCMP non-emergency line at 250-768-2880.

Dogs

For all dog related matters including control and licensing, please:

Pay my notice or ticket

Tickets can be paid in person, by mail/courier, and by drop box. Online payments are not accepted at this time.

Important note: Whichever method you choose, please ensure payment is received by the deadline. Overdue penalties and fees may be referred to collections. Postmarks are not accepted as proof of payment date, and returned cheques are subject to an additional administration fees.

In person payments can be made by:

  • Cheque
  • Debit card
  • Money order/bank draft payable to the City of West Kelowna

*Credit card payments are not accepted because the associated fees increase operating costs.

Please bring the ticket or notice at the time of payment to:

City Hall office hours are 8:30 a.m. to 4:30 p.m.

Monday to Friday, except statutory holidays.

Please remit your payment, together with a copy of the ticket or notice to:

Please allow sufficient time for your mailed remittance to arrive by the payment deadline. Postmarks are not acceptable as proof of payment date.

Place a copy of the ticket or notice in a sealed envelope with your payment in the external payment drop box located on the south wall of City Hall.

Payment can be made by:

For security purposes, do not place cash in the drop box.

Dispute my notice or ticket

You have 14 calendar days upon receipt of the Bylaw Offence Notice or Municipal Ticket Information to file a dispute.

If you do not request a dispute or adjudication within 14 days, you will not be able to dispute the allegation.

Should you wish to dispute the Bylaw Offence Notice, or BON, complete the reverse side of the notice, and deliver, mail, fax, or email to:

If you choose to dispute and are unsuccessful, you will also be liable to pay an additional $25.00 administrative fee in addition to the penalty.

Once the city has received your Notice of Dispute, a report of the incident will be sent to the screening officer, who will then contact the disputant to discuss the incident. Upon review, the screening officer will either:

  1. Cancel the notice, if:
    • The contravention did not occur as alleged;
    • The bylaw notice does not meet the requirements set out in the act; or
    • The grounds for cancellation authorized by the local government are satisfied.
  2. Confirm the bylaw notice and refer it to an adjudicator, unless the request for dispute is withdrawn, and the disputant makes payment forthwith; or
  3. Enter into a compliance agreement with the disputant if this is authorized in the bylaw.

Disputes of Bylaw Offence Notices are dealt with by dispute adjudication and not provincial Ccourt. When the Notice of Dispute is referred to bylaw adjudication:

  • The bylaw adjudication coordinator will contact the disputant and request additional information, if necessary.
  • An adjudication date will be scheduled.
  • The officer and disputant do not have to be in attendance, the adjudicator can rely on a written submission by both parties, or the disputant can attend in person or have the hearing by teleconference.
  • The function of the adjudicator is to confirm whether the offence took place. The adjudicator cannot cancel a ticket due to a technicality, and has no discretion to reduce or waive the fine amount.
  • If the bylaw notice is confirmed, the fine amount noted on the face is due and payable forthwith to the City of West Kelowna.
  • In addition, an adjudication fee of $25.00 is added over and above the fine amount of the bylaw offence penalty.

Your Notice of Dispute should include the following:

  • The ticket number from the top right corner on the face of the ticket;
  • Your full name and mailing address; and
  • The date of the offence and the bylaw name and section of the offence.

Important note: If you do not provide these details, the Notice of Dispute may not provide sufficient information, and you may be deemed not to have disputed the described offence.

Once the City of West Kelowna has received your Notice of Dispute:

  • You will receive notice by mail from the provincial court registry informing you of the date, and location of your hearing.
  • If you do not attend court on the indicated date, the ticket will be treated as not disputed, and you will be deemed to have plead guilty to the offence charged, and the fine amount will be immediately due and payable.

Tow Notice

The City of West Kelowna may remove a vehicle from municipal roadways when in contravention of the Traffic Bylaw.

You may reclaim your vehicle from Del Oro Towing, located at 2535 Juliann Road, West Kelowna, B.C.

Any vehicle removed or impounded may be recovered by the owner upon presenting proof of ownership, payment of all fees, costs and expenses for removal, and associated storage fees. Del Oro Towing office hours are 9 a.m. to 5 p.m., Monday to Friday. To reclaim your vehicle on weekends or outside normal business hours, please call 250-769-2100 for assistance.
