About blasting

The City of West Kelowna requires blasting companies to be insured, WorkSafeBC-certified, hire an independent third-party consultant to monitor blasting and issue notification to neighbouring property owners.

The blasting company must provide notification to the occupants of all buildings within 300 metres of the site at least one week before work is scheduled to begin. Notification must include:

  • A location, description and purpose of the work being undertaken
  • Anticipated start and completion dates of the work
  • Anticipated blasting times 
  • Methods to safeguard persons and property
  • Signals and other warning methods to be used
  • Blasting contractor's name and contact
  • Insurance company contact

Blasting is regulated by WorkSafeBC

WorkSafeBC oversees work practices, issues Blasting Tickets to qualified individuals, and ensures safe procedures. 

WorkSafeBC requires proper blasting notification as follows:

  1. Prior to the blast, 12, short audible whistle signals will occur, followed by a two-minute pause.
  2. The blast will then be detonated.
  3. After detonation, a longer whistle signal will indicate all is clear.

Applicants must complete the Blasting Permit Application process and receive authorizations prior to any activities occurring.
