Road & Right of Way Usage Permit

Why the permit is required

The Road & Right of Way Usage Permit is required for any work or activity in relation to access, activity or alteration on City of West Kelowna roads or rights-of-way that may impact traffic flow or public safety.
This includes:
  • Construction
  • Events
  • Excavation
  • Hoarding - temporary structure and barrier placement
  • Staging - placing or storage of construction materials and equipment
  • Street closures
  • Traffic control
  • Utility installation

 Permit Requirements

The City of West Kelowna requires the following documents/items to be submitted:
  • Completed Road & Right-of-Way Usage Permit application including all contact information.
  • Certificate of Insurance (COI) naming the City of West Kelowna as additionally insured for a minimum of $5 million Comprehensive General Liability Insurance coverage.
  • Detailed Drawings showing all works.
  • Traffic Control Plan, if required.

Fees

Traffic & Public Impedance Permit

Application fee: $75 per application.

Permit fee: $50 per week.

Purpose: For non-excavation disruptions that impede regular traffic or pedestrian movement.


Road Work & Closures Permit

Application fee: $75 per application.

Permit fee: $25 per day.

Purpose: For all excavation activities whether that is manual, mechanical or full road closures such as utility installation, repairs, or major construction.


Hoarding Permit

Application fee: $75 per application.

Permit fee: $8 per Sqm per month.

Purpose: For any occupation such a temporary fencing, barriers, or structures for safety or construction material storage. 

Payments & Submissions

The fees are payable at the cashier at City Hall at 3731 Old Okanagan Highway, by cash, debit or cheque. Credit cards are not accepted because the fees increase operating costs.

Fees are non-refundable regardless of the application outcome.

Please submit all information to eng.services@westkelownacity.ca. Once received we will proceed with departmental due diligence to review for consideration of approval from Engineering and Infrastructure.

Barring any delays or complications, your permit could be issued in seven to 10 business days.

Upon approval, your permit will be issued via the email address provided in the permit application
