City Council has one mayor and six councillors who are elected at large for a four-year term.

Together, the mayor and councillors are responsible for making guiding decisions for city services and infrastructure in various service areas including bylaws, development, fire, policing, parks, recreation, roads, sidewalks, transit, water and more.

Contact Mayor Johnston

Biography

Honoured to be serving his inaugural term as Mayor, Stephen Johnston has previously served as a city councillor and a regional district board director.

Growing up in West Kelowna, Stephen has always had an active interest in community.

A local through and through, he attended Rose Valley Elementary and graduated from Mount Boucherie Secondary.  

He is married to his best friend and high school sweetheart Leah, and they have two amazing children. To round out the family they have two dogs, a sweet old hound named Autumn; and Smalls, a mini dachshund who is a fun-loving rascal!

Contact Councillor de Jong

Biography

Rick de Jong was first elected in 2011 and is currently serving his fifth term with Council.

Rick de Jong has also served on the regional district board and has enjoyed being a volunteer with a variety of community organizations:

  • Central Okanagan Youth Soccer
  • Big Brothers
  • School parent advisory councils
  • West Kelowna Agricultural Advisory Committee

Contact Councillor Da Silva

Biography

Originally from Richmond, B.C., Tasha and her daughter Olivia moved to West Kelowna in 2012. She is serving her second term with Council. 

Tasha is the founder and primary innovator of a local tech company which focuses on consulting services for small business; including retail stores and restaurants across the Okanagan-Similkameen area.

Tasha has always sought out opportunities to contribute and is eager to lend her talents and time for the betterment of the community.

Councillor Da Silva continues to contribute to the community in the following ways:

  • Glenrosa Residents Association - past president and director, current member 
  • Greater Westside Board of Trade - member since 2012
  • Accelerate Okanagan - member since 2016
  • West Kelowna Daybreak Rotary - member since 2022

Contact Councillor Millsap

Biography

Born at Kelowna General Hospital in 1984, Garrett Millsap went on to graduate from Kelowna Senior Secondary in 2002 and completed a business degree from Okanagan College/UBCO in 2008.

Garrett has worked for large fortune 500 companies and has run successful entrepreneurial endeavours,  most recently a local relish company.

Garrett currently sits on the board of directors for the Kelowna Métis Association since 2016 and is a proud member of Métis Nation British Columbia.

In 2015, Garrett and his amazing wife Kim moved to West Kelowna and decided to make the community their forever home. Kim and Garrett welcomed their first child Brooke in 2021.

Garrett has enjoyed serving his second term on council and wants to continue making West Kelowna the best city for families to live, work and play in Canada.

Community involvement:

  • Kelowna Métis Association board member, 2017 – present
  • Working with a community of over 800 members
  • South Okanagan Sportsman’s Association member – present
