Pay bills and property taxes online through your financial institution or submit a cheque payment by mail or in the drop box next to the main entrance at City Hall (please include your account number on the cheque's memo line). Payments dropped off after 4:30 p.m. will be considered received on the next business day. It is best to double check the due date to avoid late penalties. Our address is 2760 Cameron Road, West Kelowna, BC V1Z 2T6; the City does not accept credit card payments.

Reminder to claim the Home Owner Grant through the Province of BC

Regardless of payment option, ALL Home Owner Grants must now be claimed directly through the Province of BC Home Owner Grant Program, either online or by phone.

Municipalities can no longer accept Home Owner Grant applications. 


Important dates

Taxes due: Tuesday, July 4, 2023 before 4:30 p.m.

Penalty: Late taxes and unclaimed Home Owner Grants are charged a 10 per cent penalty on July 5. This is a statutory penalty and cannot be waived.

Tax year: This notice covers applicable property taxes from Jan. 1 through Dec. 31, 2023.

Email taxes@westkelownacity.ca. Include your property address or roll number. Tax time is extremely busy and staff will do their best to get back to you within one business day. Alternatively, you may call 778-797-8860 and staff will do their best to return phone messages within two business days. You may also find answers to our frequently asked questions below.

 

Banks, credit unions and mortgage companies

You may pay through your financial institution online or in-person.

  • Ensure payment is made early enough to avoid late penalties.
  • Banks typically require two to three business days to process payments.
  • The Canada Day holiday at the beginning of July may also delay processing.

Important: Banks do not accept the Home Owner Grant; claim this through the Province of BC. 

Important: Financial institutions do not accept post-dated cheques.

When paying through online banking:

  • Ensure you are paying West Kelowna Taxes, not West Kelowna Utilities.
  • Allow enough time for payment to reach us before the due date which is always the first business day of July.
  • Search WEST KELOWNA as the payee, select TAXES.
  • Enter your 11-digit account number; this is your roll/folio number at the top right-hand corner of the tax notice, starting with the jurisdiction number which is 364 (no spaces, decimals, or dashes).

Important: If you pay taxes through a mortgage company, ensure the amount is paid in full by the due date.

By cheque

Make cheques payable to the City of West Kelowna, include your roll number in the memo line and remit with the payment stub by mail to Taxes, City of West Kelowna, 2760 Cameron Road, West Kelowna, BC V1Z 2T6. Allow enough time for delivery; we must receive payment at City Hall by 4:30 p.m. July 4, 2023, to avoid penalty. Postmarks are not considered payment dates.

Cheques and other non-cash payments can also be submitted 24/7 via the drop box next to City Hall's main entrance. Place the non-cash payment and remittance stub in an envelope.

Returned cheques will constitute non-payment and are subject to penalties, interest, and a $30.00 service fee.

By phone banking

Financial institutions may also allow for the telephone payment of the City of West Kelowna's Property Taxes; contact your financial institution to determine if this option is available to you.

When paying by telephone banking, ensure that you are paying West Kelowna Taxes, not West Kelowna Utilities and allow enough time for payment to reach us before the due date which is always the first business day of July.

By Pre-authorized Payment Plan

The Pre-Authorized Payment (PAPP) Plan enables taxpayers to make monthly instalments toward next year's property taxes. Current year's taxes must be paid before the municipality can accept prepayments on the next year's taxes. The plan pays monthly interest based on the prescribed rate of interest as determined by the Lieutenant Governor in Council in accordance with Section 239(2) of The Community Charter. This interest is considered a tax discount by Canada Revenue Agency and is not subject to income tax.

How it Works

Deductions from your bank account are made on the tenth of each month, except June and July. For June and July the taxpayer must apply for the Provincial Home Owner Grant, if eligible, and then pay the final outstanding tax amount.

The minimum monthly instalment is $20. The maximum is dependent on the prior year's levy for that property.

The taxpayer may, in writing, cancel this arrangement at any time but there will be no refund of any payments made prior to the cancellation and the City of West Kelowna will continue to pay interest on any amounts paid. This notification must be received at least five business days before the next debit/payment. If the subject property is sold, it is up to the discretion of the Collector to determine if a refund is permitted.

Print and complete the Pre-Authorized Prepayment (PAPP) Application Form, attach a void cheque and return to the City of West Kelowna via the after hours drop box next to the main entrance at City Hall or via mail at 2760 Cameron Road, West Kelowna, BC V1Z 2T6. Please note, the Terms and Conditions of the Property Tax Prepayment Plan are also contained in the form. Please complete the Pre-Authorized Prepayment Revision Form for changes.

Use a credit card through a third party

Visit third party companies, Plastiq or PaySimply, to investigate options for paying your property taxes by credit card.

Visit in person at City Hall

In-person payments by cash, cheque, money order or debit card can be accepted. Credit cards are not accepted.

City Hall is open Monday to Friday 8:30 a.m. - 4:30 p.m., excluding holidays; we are closed for the statutory holiday marking Canada Day.

Please account for weather and wait times as line ups sometimes extend outside. City Hall operates in adherence with any Provincial Health Orders.

Please respect some people will still be more comfortable wearing a mask even if not required.
