Information icon Roads and sidewalks maintenance

Roads and sidewalks maintenance and improvements are among the most frequently requested services in West Kelowna. We address service requests on a priority basis. Thank you for your patience and understanding.

You can submit a service request for a City of West Kelowna street or streetlight online at anytime. Our regular business hours are Monday to Friday, from 7:30 a.m. to 3:30 p.m., excluding statutory holidays. Requests submitted outside of business hours will be reviewed on the next business day.

For after-hours road maintenance service requests, please call AEL at 1-866-353-3136.

Please note:

  • Highways 97 and 97C, Westside Road and Westbank First Nation streets are maintained by AIM Roads. Contact information is available on the Province of British Columbia's Highway Contractor Maintenance webpage (Service Area 8 - South Okanagan).
  • For maintenance concerns related to the William R Bennett Bridge (from 40 meters north of the Abbott Street intersection to 187 meters south of the bridge's southern abutment), please contact Protrans at 1-888-769-2925.

If you live in a strata-managed property, please contact your strata council or property manager for assistance with maintenance issues.

Boulevards - Working in the Right of Way

The Good Neighbour Bylaw 0151 (See Part 8 – Property Maintenance) requires that property owners maintain boulevards and lanes adjacent to their property. This helps to reduce flooding risks and keeps neighbourhoods tidy. Maintenance includes weeding, mowing, trimming, and litter clean-up. Thanks for doing your part!

All works and uses in the road right of way require city approval through a Municipal Highway or Special Event permit.

We regulate boulevard use to:

  • Clear the way for cyclists and pedestrians and garbage trucks, snowplows and street sweepers

  • Enable access to cable, fibre optic, hydro, sewer and water lines

  • Give the community more control over how their boulevards and frontages to their homes look

  • Maintain clear sight lines at intersections and accesses

  • Make it easier to exit the passenger side of your car when parking on the street

Illegal Dumping
  • Report Illegal Dumping within city boundaries by calling 778-797-2225 or submitting an online service request
  • Report Illegal Dumping on crown land
Improvement Requests

To inquire about transportation infrastructure upgrades, please contact the Engineering Department at 778-797-8840.

Parking

Do not park on street for up to 48 hours after a heavy snowfall to give crews the time they need to plow and sand streets.

Parking is regulated under the City of West Kelowna's Traffic Bylaw; see Section 12.1 (ad). Fines of up to $50 can be levied for vehicles parks on the street that prevent snow plows, sand trucks and street sweepers from conducting road maintenance.

Winter Roads Maintenance

Snow control is conducted on a priority basis; and, the following considerations are used to determine the order in which roads are cleared within the municipality.

Special Events Permit

Special Event Permits are required for activities such as: 

  • Block Parties
  • Fairs
  • Fundraisers
  • Production/Filming
  • Markets
  • Parades
  • Races, Runs, Walks, Bike Rides, Swims, etc.

that are within the City of West Kelowna that are a few hours to a weekend in duration.

Other activities (such as Filming) that require flexibility to amend dates and locations over a period of time, are better served by a Municipal Highways Permit.

Special Event Application Details

Application packages are available upon request from Engineering Services. Please complete the application package 45 days in advance of your proposed event and return in person or by email at eng.services@westkelownacity.ca.

In addition to the completed application, we require:

  • Application fee (payable by debit, cash or cheque only) – non-refundable and must accompany the application.
  • Map(s) of all areas involved, including the directional route for a parade, race or walk and a detailed traffic management plan, where required. At the discretion of Engineering Services, depending on the nature of the event, location, and timeline, this may include a letter to the residents and/or a public service announcement.
  • A copy of your $5 million comprehensive general liability insurance document naming West Kelowna as an additional insured.

Once you have received a signed copy of your approved permit, we require supporting documents that must be supplied 10 days before your event:

  • A copy of written notifications (email/letter) of the event to emergency services (Fire, ambulance, and RCMP)
  • Updates or changes to any locations or timelines must be advised A.S.A.P.
  • A $500 security damage deposit (cheque payable to the City of West Kelowna) will be held and not cashed unless required to satisfy damages to municipal property or infrastructure, as a result of the event.

Permitting these events helps the city address possible safety risks, liability concerns as well as pedestrian and vehicle accommodation (such as traffic control).

Any City of West Kelowna bookable Park, Trail, Sport, or Community Facility would be addressed through Recreation and Facility Bookings. 

Speed Enforcement

To request speed enforcement, please contact West Kelowna RCMP at 250-768-2880.

Streetlights 

Let us know if a streetlight is out or flickering. When you submit an online service request, please include the number marked on the post, if available, or provide the closest address to the street light that is out (crews often replace lights during the day and cannot effectively confirm that the light is out without this information).

Street Sweeping

Sweeping begins after snow and ice melt from road shoulders. Lower elevation neighbourhoods are completed first, with sweepers moving upwards as the snow melts.
