Second prepayment window opening for property owners served by Rose Valley Water Treatment Plant

Customers in the Rose Valley Water Treatment Plant (RVWTP) Service Area have a second opportunity to prepay their share of the RVWTP and Connecting Transmission Mains Project.

Customers had requested more time to consider the prepayment option, and the City of West Kelowna is happy to provide this second opportunity from Sept. 17 through Oct. 1.

Prepayment is one of two options available to property owners in the RVWTP Service Area to cover their parcel’s share of the project.

Option 1 is to do nothing:

  • Starting in April 2026 – $37.50 will be removed from the RV Residential Flat Water amount on quarterly utility bills.
  • The quarterly amounts will be transferred to an annual parcel tax on property tax notices beginning in May 2026 for 25 years.
  • The annual parcel tax will be equal to four quarterly amounts being removed from utility bills, or $150, plus annual interest, based on current rates, estimated to be $31, for a total of $181.

Option 2 is to prepay in a one-time lump sum of $2,750 by 4:30 p.m. Wednesday, Oct. 1, 2025:

  • $37.50 per quarter will be removed from utility bills, starting in April 2026, but those who prepay will not pay an annual parcel tax starting in May 2026.

Prepayment options

For those who wish to prepay from Sept. 17 to Oct. 1, the payment options are:

  • Prepayment must be the full amount of $2,750.
  • Prepayment is due BEFORE 4:30 p.m. Oct. 1, 2025 and cannot be accepted after this time.
  • DO NOT PREPAY THROUGH YOUR UTILITY OR PROPERTY TAX ACCOUNT as our system cannot be adapted to accept prepayments and they will automatically be rejected and returned to you.
  • We accept cheques, money orders, cash or debit cards.
  • We do not accept credit cards.
  • Ensure debit card limits are sufficient for the prepayment amount.
  • Make cheques and money orders payable to the City of West Kelowna; we suggest writing “RVWTP prepayment” in the memo line.
  • We recommend paying in person at City Hall, at 3731 Old Okanagan Highway; business hours are 8:30 a.m. to 4:30 p.m. Monday to Friday – except on Tuesday, Sept. 30 as City Hall will close in respect of National Truth and Reconciliation Day.

Background

  • The cost for the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project was $75 million, as budgeted.
  • The City of West Kelowna is following through on its commitment to property owners to cover the remaining project amount of $23.5 million through long-term borrowing, with each parcel to cover an equal share.
  • The first prepayment opportunity was offered from April 25 through May 31.
  • The remaining project costs were covered by federal and provincial grants of $41 million, development cost charges (DCCs) of $6.1 million and reserves of $4.4 million.
  • Rose Valley Water Treatment Plant construction began in spring 2020 and was completed in fall 2023; the plant remains in the commissioning phase and is providing potable drinking water that meets federal and provincial guidelines.
  • In addition to the treatment plant, the City of West Kelowna is completing improvements in 2025 to address manganese and organics in the raw water source – Rose Valley Reservoir.
    • Solutions are a permanganate system being installed at the dam and an aeration system being installed in the reservoir.
    • The cost of these projects is $2.5 million and not included in the cost of the Rose Valley Water Treatment Plant and Connecting Transmissions Mains Project but rather through Rose Valley Water Reserves.
