Reminder: Billing adjustments coming this spring for Rose Valley Water Treatment Plant customers

The City of West Kelowna reminds customers in the Rose Valley Water Treatment Plant Service Area that they will see planned utility billing and property tax adjustments this spring for the completed treatment plant and connecting transmission mains project.
There is no change to the January utility bill as this covers usage from the last quarter of 2025.
On the first quarterly utility bill for 2026 in mid-April, residents in the Rose Valley Water Treatment Plant Service Area will see the removal of $37.50 from their quarterly utility bills. This amount represents the cost per parcel for the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project. Residents will also see the updated water rates for 2026 reflected on this bill.
An annual parcel tax will be transferred to property taxes for those in the Rose Valley Water Treatment Plant Service Area in May 2026, which will be equal to the four quarterly payments of $37.50 (or $150) plus interest. The parcel tax does not apply to those who prepaid their share.
Background
- The cost for the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project was $75 million, as budgeted.
- The project costs were covered by federal and provincial grants of $41 million, $23.5 million through borrowing to be recovered through parcel taxes and prepayments within the Rose Valley Water Treatment Plant Service Area, development cost charges (DCCs) of $6.1 million, and reserves of $4.4 million.
- Rose Valley Water Treatment Plant construction began in spring 2020 and was completed in fall 2023; the plant remains in the commissioning phase and is providing potable drinking water that meets federal and provincial guidelines.
