Appointment of West Kelowna RCMP’s first Officer-in-Charge
Council congratulated Inspector Brendan Dolan on his appointment as Officer-in-Charge of the West Kelowna RCMP detachment. This is the first-ever OIC for the West Kelowna RCMP and is a key step forward in the de-regionalization process and having our own RCMP detachment that covers West Kelowna, Westbank First Nation, District of Peachland, and the rural areas of the Regional District.
Appointments made to the Advisory Planning Commission
Council announced the appointments of the following people to the Advisory Planning Commission: Beatrice Kline, Carlo DiStefano, Jan Bath, Robert Murphy, Tina Clarke, and Myron Dirks (as an alternate). Congratulations!
West Kelowna receives the Distinguished Budget Presentation Award
Council congratulated the City’s finance department on winning the Distinguished Budget Presentation Award from the Government Finance Officers Association. This is the highest award in governmental budgeting and the first time West Kelowna has won this award.
Westbank Urban Centre Plan adopted
Council adopted the Westbank Urban Centre Plan, providing a long-term framework to guide growth, investment and revitalization and support a more walkable, connected and vibrant urban centre.
New Land Acquisition and Disposition Policy approved
Council approved, with modifications, a new Land Acquisition and Disposition Policy that consolidates existing land acquisition and disposal policies into one framework.
Policies updated for special events and naming
Council approved updates to the Special Events, Parks Naming and Civic Facilities Naming policies, and also approved a new Commemorative Naming and Recognition Policy, to clarify responsibilities and provide greater consistency in how City spaces are named and recognized. Staff will complete an internal review of best practices regarding special event application processes and provide an update in the next Council term.
Street Naming Policy updated
Council approved an updated Street Naming Policy to support neighbourhood-based naming themes that strengthen community identity and sense of place. The policy also streamlines the approval process while supporting clear, consistent street naming for wayfinding and emergency response.
Vehicle and Equipment Policy updated
Council approved an updated Vehicle and Equipment Acquisition, Replacement and Disposal Policy to support asset lifecycle management, financial sustainability, operational reliability and environmental responsibility in managing the City’s fleet.
Zoning amendment extension – 2971 Gorman Road
Council approved a one-year extension for consideration of a zoning amendment at 2971 Gorman Road to allow additional time to address outstanding conditions for a proposed 34-lot subdivision.
Zoning amendment adopted – 2-1812 Byland Road
Council adopted a zoning amendment to permit a non-medical cannabis retail store at 2-1812 Byland Road by consolidating two existing units. The amendment does not permit an additional cannabis retail store.
2027 permissive tax exemptions
Council adopted the 2027 Permissive Tax Exemption Bylaw, providing property tax exemptions for eligible places of worship, private schools and non-profit properties.
Financial Plan Amendment adopted
Council adopted an amendment to the 2022–2026 Financial Plan to reflect a previously approved $408,000 addition to the Bartley Road Sidewalk Improvements Project, funded through development cost charges and capital reserves.
Bylaw Compliance and Enforcement Officer appointed
Council appointed Scott Dick as a Bylaw Compliance and Enforcement Officer, filling a vacancy within the City’s Bylaw Services team.
