Council thanks community for wildfire response and evacuee support
Council thanked staff, firefighters, volunteers, organizations, businesses and residents supporting wildfire response and evacuees across the region. Council also offered condolences to those affected by the wildfires and encouraged residents to prepare a grab-and-go bag and sign up for emergency alerts at COEmergency.ca.
KGH Foundation presents on regional health-care priorities
The KGH Foundation presented on its role as a regional health partner, supporting health care across the Interior of British Columbia through investments in hospital and community-based care and highlighted investments in West Kelowna.
Capital delivery model development update provided
Council received an update on the development of the capital delivery model, which aims to strengthen project planning, risk management, reporting and oversight for capital projects. Council provided feedback on the proposed approach to governance, including how oversight and reporting can be scaled based on project complexity and risk.
Affordable Housing Grant Pilot Program approved
Council approved a $1.2 million Affordable Housing Grant Pilot Program using Housing Accelerator Fund funding to support the development of secured affordable housing in West Kelowna. The program includes $200,000 for early-stage pre-development work and $1 million for housing delivery grants to help eligible projects move forward. Council passed a motion to restrict funding for projects in the Westbank Urban Centre and Boucherie Urban Centre.

Ron - Chief Administrative Officer Performance Management Policy approved
Council approved an updated Chief Administrative Officer Performance Management Policy, incorporating best practices from the Canadian Association of Municipal Administrators (CAMA) and reflecting the current performance review process.
Council gave three readings to the updates to the Council remuneration bylaw
Council gave first, second and third readings to the proposed Council Remuneration, Expense and Benefits Bylaw No. 0337, 2026. If adopted, the bylaw implements recommendations from the independent Council Remuneration Task Force and will establish remuneration, expense and benefit provisions for the 2026–2030 Council term, effective January 1, 2027.
Powers Creek Water Treatment Plant diversion structure contract awarded
Council awarded the construction contract for the final phase of the Powers Creek Water Treatment Plant Diversion Structure project to Carver Construction Ltd. for $567,607. The project will improve the City’s ability to safely maintain the water treatment facility, support future sediment removal and maintain required downstream environmental flows.
Updated Recreation and Culture fees and charges adopted
Council adopted the City of West Kelowna Fees and Charges Amendment Bylaw No. 0028.88, 2026. The amendment allows fees in Recreation and Culture Schedules 12 and 14 to be rounded to the nearest five cents.
Mount Boucherie Community Centre childcare operating agreement
Council approved staff to execute an operating agreement with the Okanagan Boys and Girls Club to provide licensed childcare services at the restored Mount Boucherie Community Centre beginning in January 2027. The partnership will provide 80 licensed childcare spaces while supporting the City’s commitment to maintain childcare services as part of the ChildCareBC New Spaces Fund agreement.
Mount Boucherie Community Centre renovation update
Council received an update on the Mount Boucherie Community Centre restoration project. The project reached substantial completion on Aug 21. City staff have moved into the completed first phase of the building, while work continues on childcare, community and public-use spaces. The $4.8-million project is currently forecast to finish on budget, with approximately $70,845 in remaining contingency. This project is possible thanks to $3.6 million in funding from the Province of B.C. through the Childcare BC New Spaces Fund and $785,000 from the Growing Communities Fund.

Brentwood Road pedestrian improvements contract awarded
Council awarded the Brentwood Road Pedestrian Improvements contract to Okanagan Civil Constructors Ltd. for $983,511.25. The project will improve pedestrian safety, accessibility and active transportation connections along Brentwood Road between Alhambra Drive and Ross Road, including improvements near Hudson Road Elementary School and surrounding neighbourhoods. The work is being delivered in two phases, with the city’s capital construction team completing Phase 1 and the contractor completing Phase 2 between Ponderosa Road and Ross Road.
Byland Road zoning amendment
Council gave first and second readings to a zoning amendment to allow the existing Cheeba Cheebas non-medical cannabis retail store at 1-1812 Byland Road to expand into the adjacent Unit #2. The two units will be consolidated into one retail space. A Public Hearing will be scheduled.
Colleen Road development variance permit approved
Council approved issuing a development variance permit for 2540 Colleen Road to allow a proposed garage/workshop to be built on the property that exceeds the maximum permitted size and height for accessory structures in the R1 residential zone.
Noxious weed bylaw adopted
Council adopted Noxious Weed Bylaw No. 0345, 2026. The bylaw establishes measures to control tree and plant species identified as invasive or harmful to the area’s natural habitat, supporting the protection and health of local ecosystems.
Renewable energy investment opportunities notice of motion introduced
Councillor Millsap introduced a notice of motion which may be considered at a future Council meeting that requests staff to investigate opportunities for renewable energy projects that could provide a return on investment.
