Advocacy update provided
Mayor Milsom provided an update on advocacy including joining leaders from Kelowna, Oliver, Penticton and Osoyoos Indian Band for a united call for action for the Province to act now and establish secure mandatory care capacity in the Interior; meeting with Forests Minister Parmer to discuss wildfire mitigation and FireSmart funding; and upcoming meetings at UBCM next week.
Council considers renewable energy investment opportunities
Council directed staff to investigate opportunities to partner with BC Hydro on renewable energy projects that could provide a return on investment for the City. Staff shared that BC Hydro will fund a two-year term position for the City of West Kelowna to look at opportunities for renewable energy projects and assist in applying for funding opportunities through BC Hydro.
Draft Westbank Urban Centre Plan reviewed
Council received the Draft Westbank Urban Centre Plan and Engagement Summary for information. The draft plan outlines a 25-year vision for a thriving, walkable and transit-oriented Westbank Urban Centre, with a focus on transportation and mobility, public spaces and placemaking, and land use and built form. Feedback from community engagement and government, agency and stakeholder referrals helped shape the draft plan.
Community Safety and Well-Being Plan adopted
Council adopted the Community Safety and Well-Being Plan 2026, which provides a shared strategic framework to guide and align community safety and well-being work across the City in collaboration with our community partners. The plan focuses on eight actions and helps advance welcoming public spaces, connected neighbourhoods, prevention and early intervention, accessibility and inclusion, youth participation, and stronger community partnerships and coordination.
WKEDC 2026 annual general meeting waived
Council, acting as the sole shareholder of the West Kelowna Economic Development Corporation (WKEDC), waived the requirement to hold the corporation’s first annual general meeting in 2026. Council also selected the fourth Tuesday of March as the annual reference date for future meetings, beginning in 2027. The decision will allow the newly established WKEDC more time to develop its strategic plan and budget before its first AGM.
Council Remuneration, Expense and Benefits Bylaw adopted
Council adopted Council Remuneration, Expense and Benefits Bylaw No. 0337, 2026, which establishes remuneration, expense reimbursement and benefits for elected officials effective Jan. 1, 2027.
Sanitary Master Plan adopted
Council adopted the Sanitary Master Plan, establishing a long-term framework to guide wastewater collection system planning, infrastructure investment, asset renewal, growth management and capital project prioritization.
Updated correspondence, social media and media relations policies approved
Council approved updated Council policies for correspondence, social media and media relations, replacing policies dating from 2008, 2010 and 2014. The updates clarify roles, responsibilities and processes for communicating with residents, managing social media and responding to media inquiries.
Rezoning for 911 and 921 Anders Road adopted
Council adopted a zoning amendment to rezone 911 and 921 Anders Road from R1 - Single Detached and Duplex Residential to the NC1 - Neighbourhood Centre, to permit a proposed six-storey mixed-use building, and ground-floor commercial spaces. All conditions required by Council have been satisfied.
Rezoning for Reece Road properties adopted
Council adopted a zoning amendment to rezone the central portion of 2422 and 2446 Reece Road from R3 – Low Density Multiple Residential to R4 – Medium Density Multiple Residential, allowing for two four-storey apartment buildings with one-, two- and three-bedroom units. All conditions required by Council have been satisfied.
Elliott Road improvements contract awarded
Council awarded the $3.1-million contract for the Elliott Road Improvements Project to Okanagan Civil Constructors Ltd. The project will improve safety between Smith Creek Road and Reece Road with a new multi-use pathway, street lighting, retaining walls and upgraded stormwater infrastructure, with construction planned to begin in early 2027.
Horizon Drive asphalt contract awarded
Council awarded a $435,727 contract to Emil Anderson Construction Inc. for the remaining asphalt works on the Horizon Drive Active Transportation Corridor project. The City has taken over coordination of the project following the contractor default and has developed procurement packages for the remaining scopes of work to complete the project as quickly as possible. Asphalt paving is anticipated to begin in early October, with overall project completion expected in November 2026.
