UBCM advocacy update
Council attended the UBCM conference in Vancouver Sept. 14-18 and met with provincial Ministers and staff to advocate for West Kelowna priorities. Key topics included advocating for provincial action on wildfire mitigation funding, support for seniors, increasing mental health supports, redundant electrical power and transparent policing costs.
Election and acclamation update
Council congratulated Stephen Johnston, who was acclaimed Mayor on Sept. 21 at 4 p.m. The 2026 Local General Election will be held on Saturday, Oct. 17 and residents will elect six councillors and one school trustee. For more information, visit westkelownacity.ca/election.
National Truth and Reconciliation Day and Orange Shirt Day recognized
Sept. 30 is National Truth and Reconciliation Day and Orange Shirt Day to reflect on the tragic history of residential schools, honour survivors and remember the children who never returned home. Ways to participate include wearing an orange shirt, supporting an Indigenous business, visiting the Sncəwips Heritage Museum and reflecting on the important role that First Nations, Inuit and Métis have in our shared future, including the Syilx/Okanagan People, on whose traditional territory we live and work.
Police and Peace Officers’ National Memorial Day recognized
Sunday, Sept. 27 is 2026 Police and Peace Officer’s National Memorial Day to honour and remember those officers killed in the line of duty and recognize the officers who serve and protect across Canada. Council and staff especially thank the officers who work at the West Kelowna RCMP Detachment and keep our community safe.
National Public Works Week award presented to City of West Kelowna
The Public Works Association of BC Secretary and Treasurer joined as a guest representing the Canadian Public Works Association to present an award to West Kelowna for the inaugural Public Works Family Day event that the City held this past May in celebration of National Public Works Week. Receiving the award was Mayor Milson, Chris Anderson, Public Works Manager, Ross Baron, Parks Supervisor, and Krista Chisholm, Communications & Engagement Advisor.
Zoning amendment for 2-1812 Byland Road given third reading
Council gave third reading to a Zoning Bylaw amendment for 2-1812 Byland Road, for the proposed rezoning of Units 1 and 2. Adoption will be considered following approval from the Ministry of Transportation and Transit.

2027 permissive tax exemptions
Council gave first, second and third readings to the 2027 Permissive Tax Exemption Bylaw, providing full or partial tax exemptions to eligible places of worship, private schools, not-for-profit organizations and public authorities. The exemptions are estimated to total $334,120 in 2027, including $177,044 in City of West Kelowna taxes and $157,076 in other government levies.

2022-2026 Financial Plan amendments to reflect approved sidewalk funding
Council gave first, second and third readings to an amendment to the 2022-2026 Financial Plan Bylaw as a housekeeping item to reflect an additional $408,000 approved in 2022 for the Bartley Road Sidewalk Improvements Project. The funding was sourced from development cost charges and capital reserves and does not change tax rates or result in a budget deficit or surplus.

Updated traffic calming policy approved
Council approved, with amendments, an updated Traffic Calming Policy and Guide, replacing the 2017 policy with a neighbourhood-based approach to addressing traffic concerns. The updated framework replaces the petition process with structured community engagement, establishes clearer evaluation and prioritization criteria, and allows for pilot projects, monitoring and potential removal or refinement of traffic calming measures.

Contract awarded for McDougall Creek flood mitigation design
Council awarded a $442,467 contract to Stantec Consulting Ltd. to design stream capacity improvements along McDougall Creek between Old Boucherie Road and Jennens Road, and near Pike Road and Capri Road. The project will help prepare the creek for increased peak flows following impacts to the watershed during the 2023 wildfire season and is funded through the 2025 Capital Budget and grants.

Six-storey mixed-use development on Churchill Road approved
Council adopted a zoning amendment to rezone four properties on Churchill Road from single-family and duplex residential to the Westbank Commercial Core Zone, allowing for a proposed six-storey mixed-use building with residential units and ground-floor commercial space. Conditions related to transportation approval, servicing and infrastructure improvements, and building height have been satisfied.
Regional emergency support services grant application supported
Council supported a regional application to the UBCM Community Emergency Preparedness Fund for funding to purchase emergency support services equipment, modernize evacuee processing technology, recruit and retain volunteers, and provide training. The grant could provide up to $30,000 per regional partner, with 100 per cent of eligible project costs anticipated to be covered through the grant.
