Agricultural Advisory Committee members appointed Council appointed Sally Downes, Darby Ensign, Antonio Fiume, Joseph Gluska, Sheri Paynter, Marc Schoene, and Rico Thorsen to the Agricultural Advisory Committee for a term ending on Dec. 31, 2028. Accessibility and Inclusion Committee members re-appointed Council re-appointed Melissa Grassmick, Karen Hartwig, Candice Henriques, Danielle Needham, Sonia Newman, and Vittoria Spindor to serve on the Accessibility and Inclusion Committee for an additional two-year term ending July 31, 2027. Council recognizes National Day for Truth and Reconciliation Tuesday, Sept. 30 is National Day for Truth and Reconciliation, a time to reflect on the culture, history, and contributions of Westbank First Nation, the Syilx Okanagan People, and Indigenous communities across Canada. Residents are encouraged to wear orange and honour survivors of residential schools and the children who never came home. Police and Peace Officers’ Memorial Day recognized Council recognized Police and Peace Officers’ National Memorial Day on Sunday, Sept. 28, honouring those lost in the line of duty and thanking the over 71,000 officers serving across Canada, including in the West Kelowna RCMP. Culture Days comes to West Kelowna Residents are invited to enjoy Culture Days taking place Sept. 19 – Oct. 12 with free art, heritage, and cultural events across the city. Visit culturedays.ca for more event details. 2026 Kelowna Memorial Cup presentation provided Council received a presentation on the 2026 Memorial Cup that will be hosted in Kelowna. Council approves new tenant protection policies Council approved new Rental Protection and Tenant Relocation Assistance and Manufactured Home Park Redevelopment policies. The new manufactured home park redevelopment policy replaces a 2008 policy and they both strengthen tenant protections beyond provincial standards, specify available supplementary supports and proactively outline redevelopment criteria to prevent the loss of purpose-built rental housing and mitigate the impacts on tenants. Council approves bylaw amendment pertaining to boat business licences Council gave first, second, and third readings to the Inter-Community Business Licence Amendment Bylaw which, if adopted, would exclude boat businesses (e.g. tours, rentals, etc.) from regional licensing due to the need for such operations to comply with specific municipal regulations. Council receives Community Safety and Well-Being Plan update Council received an overview, proposal and engagement strategy for West Kelowna’s first Community Safety and Well-Being Plan, which will focus on prevention-based, community-driven approaches to improve safety and quality of life. The project will involve public and stakeholder engagement, and the final plan will provide a coordinated strategy, clear priorities, recommended future investments and measurable outcomes to help guide community well-being initiatives. Mount Boucherie Community Centre Restoration proceeds Council approved the City entering into a construction agreement with Sawchuk Developments Co. Ltd. to complete the Mount Boucherie Community Centre Restoration Project for $4,800,000. The restored community centre, which once served as City Hall, will include facilities for 16 permanent daycare spaces and 64 afterschool program spaces, for which the ChildCareBC New Spaces Fund will gratefully provide $3,618,176. The project will also include multipurpose rooms, banquet facilities, and other infrastructure improvements. Council supports participation in the Regional Transportation Service Council supported West Kelowna’s future participation in a proposed regional transportation planning service. The service will not proceed because one of the regional members, the City of Kelowna, will not participate; however, the City of West Kelowna will be ready to participate should the City of Kelowna reconsider participation in the future. Council calls for provincial intervention in RCMP de-regionalization plans Council requested B.C.’s Minister of Public Safety and Solicitor General to intervene in the RCMP’s policing de-regionalization process and ensure that a clear financial and operational plan is provided to the City of West Kelowna and other governments in the region and that the province provides proper funding to address the shortfall of seven to eight provincial members. Concerns were raised about the lack of information, provincial officer shortfalls, and financial impacts on West Kelowna. Council adopts Rose Valley Water Treatment Plant Parcel Tax Bylaw Council adopted the Rose Valley Water Treatment Plant Local Area Service Parcel Tax Bylaw, which establishes a parcel tax to help fund the Rose Valley Water Treatment Plant. The tax will apply to properties within the local service area starting in 2026. The parcel tax will be approximately $181 per parcel annually for 25 years. Property owners who would rather not pay a parcel tax may opt to prepay $2,750 instead. A final prepayment window will be open from Sept. 17 through Oct. 1, 2025. Council awards contract for Road Rehabilitation Project Council awarded a $3.66 million contract to Emil Anderson Construction for the 2025 Road Rehabilitation Program. The project will include milling and repaving on 14 road segments to improve road safety and infrastructure quality. Council approves Water Meter Replacement Project Council approved an expenditure request for $1.64 million for the Water Meter Replacements Project. The project, which was outlined as an expenditure in the 2025 Capital Budget, aims to replace up to 2,440 residential meters and supply meters for new builds. |
