Condolences expressed condolences on the passing of David Knowles
Council expressed sadness and extended deepest sympathy to family and friends of David Knowles, who passed away on July 24. David served as a West Kelowna councillor from 2007 to 2014 and a Westside regional district director from 2002 to 2007. He was active in many local organizations including Rotary, Okanagan Boys and Girls Club and Gellatly Bay Trails and Parks Society.
BC Dragoons present on the Canadian Armed Forces
The British Columbia Dragoons presented on the Canadian Armed Forces' modernization and the army’s various divisions, including support for emergencies such as wildfire response.
Climate Action Ripple Effect program presented
Council received a presentation on the Climate Action Ripple Effect (CARE) program, which connects youth with mentors who have the expertise and passion to support local student mitigation and adaption projects.
OCP and Zoning Bylaw amendments for Westside Road development postponed
Council postponed consideration of the proposed Official Community Plan (OCP) and Zoning Bylaw amendments for 1179 Westside Road to allow time for staff to answer additional questions and report back.
Mayor and Council remuneration recommendations accepted
Based on an independent Council Remuneration Task Force’s recommendations, Mayor and Council compensation will increase Jan. 1. 2027 to align with a median of comparative municipalities in B.C. and to better account for the increasing scope and complexity of City of West Kelowna governance.

Second quarter Strategic Priorities dashboard presented
Staff presented an updated dashboard to outline progress made, between April 1 and June 30, on Council's Strategic Priorities.
Second quarter departmental statistics provided
Council received second quarter reports on departmental programs, services, projects, and initiatives provided in service to our community between April 1 and June 30.
Essential hardware upgrades supported
Council provided additional funding to replace the core switches and servers that provide essential technological infrastructure for municipal operations. Dramatic increases in the volatile global market have impacted prices.
Noxious weed control bylaw to be considered for adoption
Council gave three readings to a Noxious Weed Control Bylaw which, if adopted, sets requirements for managing invasive species and excessive grass growth on private property.

Adopted zoning amendments support infill housing
Council adopted a Zoning Bylaw amendment that removes barriers to infill housing and supports the Infill Housing Strategy and the city’s Housing Accelerator Fund commitments.
Roof replacement contact approved
Council awarded a $374,434 contract to Flynn Canada Ltd. to replace the roof at Westbank Lions Community Hall.
Rowing club agreement finalized
Council approved a three-year agreement allowing the local rowing club to temporarily use a portion of Rotary Trails Park for equipment storage and organizational operations.
Recreation fees adjusted for rounding
Council gave three readings to the Fees and Amendments Bylaw to round recreation fees to the nearest five cents to support cash and software capabilities.
West Kelowna Transmission Project update
Council will send a letter to BC Hydro and key stakeholders to outline the city’s official position, which is underground infrastructure along Route Option 1 – Old Okanagan Highway and Highway 97 – for the West Kelowna Transmission Project.
