Amended Council Meeting Schedule

Council approved the amended 2022 Council Meeting Schedule and cancelled the Regular Council Meeting scheduled for Tuesday, Aug. 9, 2022. The amended schedule does not reduce the number of Council meetings allocated for the year as an additional Council meeting was scheduled in May 2022, due to the volume of development services files.

Remuneration, Expenses and Benefits for Members of Council Bylaw

Council gave first, second and third reading to the Remuneration, Expenses and Benefits for Members of Council Bylaw. The bylaw will be brought forward for consideration of adoption at a future Council meeting. The new remuneration would take effect for the next elected Council, starting Jan. 1, 2023.

Council receives an update on the City Hall/Library Building design and construction

Staff presented an update to Council regarding the City Hall/Library Building design and construction. Global supply chain disruptions and labour shortages are affecting the occupancy date, which is currently anticipated for spring 2023. Staff will bring forward another update in the fall on the progress of the project.

Council provided update on the Housing Needs Assessment

Council received a presentation from Colliers and Urban Matters on findings and community engagement results from the City’s first Housing Needs Assessment for West Kelowna. Development Variance Permit for 3357 Hihannah View

Council approved a Development Variance Permit for 3357 Hihannah View to vary a section of the Zoning Bylaw to increase the maximum permitted height of a retaining wall from 2.5 to 4.9 metres. The applicant has met the appropriate technical requirements and the issuance of the permit will be pending the registration of an indemnity covenant on title.

Phase 2 of Lakeview Village mixed use development approved

Council approved a Development Permit for 2750 Olalla Road as part of Phase 2 of the Lakeview Village residential development. The development includes two, six-storey residential buildings with five commercial units for a total of 127 units.

Zoning Amendment Bylaw for 3654 Old Okanagan Highway

Council gave first and second reading to the Zoning Amendment Bylaw for 3654 Old Okanagan Highway, which considers rezoning the subject property from Single Detached Residential (R1) to Urban Centre Commercial (C1). Council also directed staff to schedule a Public Hearing regarding the proposed zoning amendment.

Zoning Amendment Bylaw for Smith Creek Stage 4

Council gave first and second reading to a Zoning Amendment Bylaw, which proposes a future single family residential subdivision of approximately 20 lots in Smith Creek. Council also directed staff to schedule a Public Hearing regarding the proposed zoning amendment subject to additional information on pedestrian improvements to Smith Creek Road.

OCP Amendment Bylaw for 1045 Bear Creek Road

Council gave first reading of the Official Community Plan (OCP) amendment and directed staff to complete the technical review for 1045 Bear Creek Road and bring the proposed zoning application forward concurrently with the second reading of the OCP Amendment Bylaw for consideration of a future rural residential subdivision.

Zoning Amendment Bylaw for 1195 Industrial Road

Council gave first and second reading to the Zoning Amendment Bylaw for 1195 Industrial Road, which proposes a tattoo parlour within the Light Industrial Zone, and directed staff to schedule a Public Hearing regarding the proposed zoning amendment.

Zoning Amendment Bylaw for 3639 Apple Way Boulevard

Council gave first and second reading to the Zoning Amendment Bylaw for 3639 Apple Way Boulevard, which proposes a Bed & Breakfast, and directed staff to schedule a Public Hearing to receive community feedback.

Agricultural Fill Application for 1489 Green Bay Road

Council directed staff to forward the Agricultural Fill Application for 1489 Green Bay Road to the Agricultural Land Commission for formal consideration.

Development Variance Permit for 2710 Lakeridge Road

Council deferred a decision for a Development Variance Permit for 2710 Lakeridge Road to construct an upper storey deck on a carriage house, which is not permitted within the Zoning Bylaw. The applicant is encouraged to redesign the deck to address privacy concerns so it may be brought forward to a future Council meeting for consideration.

Council supports lounge endorsement licence at The Gallery Winery

Council supported the proposed Lounge Endorsement Liquor Licence for indoor and outdoor lounge areas at The Gallery Winery. The winery is currently operating with tastings, a picnic area and a wine shop.

Development Variance Permit for 3090 Lakeview Cove Road

Council authorized the issuance of a Hillside and Terrestrial Ecosystem Development Permit with a variance to a section of the Zoning Bylaw for 3090 Lakeview Cove Road to reduce the front parcel setback from 4.5 to 2.46 metres.

Council directs staff to seek grant funding to expand the active transportation network in Shannon Lake

Council directed staff to apply to the Strategic Priorities Fund to seek 100 per cent of eligible funding for active transportation improvements from Westbank First Nation to Swite Road/Alexandria Way and amend the 10-year Capital Plan to reflect any awarded grant contributions.

Council adopts Local Area Sewer Service Bylaw for Applegreen Court/Cameron Road

Council adopted a Local Area Sewer Service Bylaw to provide five strata units at 2710, 2712, 2714, 2716 and 2718 Cameron Road with approval to connect to the municipal sanitary sewer system.
