Snow Stars
Mayor Gord Milsom praised the efforts of the City’s 2018 Snow Stars, two of which were in attendance at the meeting to receive their award. The City’s Snow Star Program recognizes residents who assist others in the community without being asked or expecting thanks. The 2018 Snow starts are Jack Blackburne, Mike DeSchutter, Lee-Ann Morcom, Steve McKenny, Gordon Leverington, and Peter Neukomm. These residents were nominated by neighbours who they helped through the year. Each Snow Star received a certificate and a gift card for their selfless efforts.

Recreational Marijuana Sales – Rezonings
Council gave first and second readings to five Zoning Amendment Bylaws related to non-medical cannabis retail sales in West Kelowna. This is the next step in the process that Council set out in the Non-Medical Cannabis Retail Store Rezoning Policy. The five locations that are proceeding with rezoning applications are:

  • #14, 2528 Main Street
  • 3710 Hoskins Road
  • 1195 Industrial Road
  • 1192 Industrial Road
  • 1812 Byland Road

The properties are being brought forward to rezone with a site-specific text amendment to permit the Non-Medical Cannabis Retail Store use at the proposed location. The applications will now be scheduled for an upcoming public hearing.

Shannon Lake Road Development
Council adopted Official Community Plan and Zoning Amendment Bylaws for 2749 and 2769 Shannon Lake Road to facilitate the construction of a townhouse development of an estimated 65 units and a clubhouse/administrative building. The development includes a dedication of lands along the foreshore of Shannon Lake that will extend the existing linear park. The developer will also contribute a fishing dock, picnic tables and parking area for the park.

Westbank Centre Apartments
Council authorized the issuance of a Development Permit to construct 193 residential units in four buildings ranging from three to six stories in height at 3623 Elliott Road in Westbank Centre. There will be a mix of one, two and three bedroom units in the buildings. The developer will contribute $75,000 for the installation of a playground at Westbank Centre Park.

Glenrosa Road Improvement - Design
Council approved the awarding of a tender for the design of improvements to a segment of Glenrosa Road to Allnorth Consultants Ltd. for $273,699. The design will involve the section of Glenrosa Road from Glen Abbey Place to McInnis Road. The design will include the McIver Road intersection and take into account important pedestrian improvements in the area.
