Staff present first quarter update for 2022
Council received the first quarter update of departmental statistics. A detailed report is available online at westkelownacity.ca.
Bylaw amendment to allow additional advance voting opportunities adopted
Council adopted the amendments to the Local Government Election Bylaw to establish additional voting dates, places and hours and greater opportunities for mail-ballot voting. The municipal election takes place on Oct. 15.
Sol Aqua development application for 2211 Campbell Road given third reading
The land-use decision to restrict development to 60 units at 2211 Campbell Road of single and multi-family housing was given third reading by Council. For the development to proceed a number of conditions are required through technical and development review, which include: wildfire mitigation, water use bylaws, agreements for transportation and pedestrian improvements on Campbell Road, and second emergency egress. Support was also provided for Agricultural Land Reserve Non-Farm Use for access to a moorage facility and drainage route.
Temporary Use Permit Renewal approved for 3591 Elliott Road
Council approved a Temporary Use Permit to allow the continued use of a music school at 3591 Elliott Road for another three years.
Zoning bylaw amendments see proposed updates
Council gave first reading of the proposed changes to the zoning bylaw to ensure an effective and efficient tool for reviewing and processing applications. The main areas include additional livable space within secondary suites and carriage houses, reducing impacts of driveway and parking setbacks on hillside developments and updates to building height measurement procedures. Staff will take Council’s feedback and return with updates for further review before moving to a future public hearing.
Goats Peak Local Area Service adopted
The petition for inclusion into the Local Area Service was adopted to allow approximately 60 single-family residential lots and approximately 180 low-density multi-family units to connect to the City’s water utility.
Tax rate and parcel tax bylaws for 2022
Council gave first, second and third reading for the 2022 property tax and parcel rates for Transfer Station, Solid Waste Reduction and Recycling Program and the Sterile Insect Release Program, based on the 2022 – 2026 Financial Plan. Council also confirmed and authenticated the parcel tax roll which establishes the levies per thousand dollars of assessment on residential, commercial, institutional and industrial.
Mt. Boucherie Community Centre Restoration Project public consultation begins
Council received an update on the Mt. Boucherie Community Centre Restoration Project. Public consultation is underway from April 20 through June 20. Visit OurWK.ca/restoreMBCC to learn more.
