Safety top of mind for back to school
Council welcomed students and their families, faculty, and volunteers back to school and reminded motorists to also do their part to keep our community safe. Drivers are advised to slow down to 30 km/hr in school zones, yield to buses, use caution around transit and allow vehicles to safely pull back into traffic.
Development framework bylaw amendment consideration
Council passed a Notice of Motion to consider a bylaw amendment framework that would strengthen building practices as it relates to reasonable timeframes for development, standards for the control of dust and debris, noise and guidelines for parking and storage of equipment, vehicles and materials in built or mostly built neighbourhoods.
Development applications process review streamlined
Council gave three readings to Development Applications Procedures Amendments Bylaw, which would see the delegation of minor Development Variance Permit approvals and expanded authority for Development Permits approvals to staff to accelerate the streamlining of development applications as part of the amendments to the Province of B.C.’s Bill 26. The process for public notification would remain unchanged. Minor variance applications may be referred to Council at the Director’s discretion, or if an applicant requests to have a decision reconsidered by Council.
Union of BC Municipalities minister meetings schedule
The Union of BC Municipalities (UBCM) will be underway from Sept. 12 to 16, and in person meetings have been confirmed with ministers and ministries responsible for policing, transportation, power, privacy, citizen services, forestry, grants, and supportive housing, as well as the Agricultural Land Commission and BC Assessment. UBCM provides an opportunity for elected officials to meet directly with ministry representatives to advocate on behalf of our community on topics, such as power redundancy and policing, and attainable housing.
Inaugural Council meeting change of venue
The Inaugural meeting of Council scheduled for Tuesday, Nov. 1, will be held at The Cove Lakeside Resort located at 4205 Gellatly Road, to better accommodate the ceremonial proceedings.
Zoning Bylaw Amendments for 3725 Boucherie Road given third reading
Following a public hearing on May 24, Council gave third reading for Zoning Amendment Bylaw for an existing dock at Frind Winery, at 3725 Boucherie Road, which would permit six slips to be utilized to support temporary moorage to access the existing winery. If adopted, the amendment includes registration of a statutory right of way and associated agreements for public access over a 3.0 metre-wide pathway through the property to provide connectivity to the waterfront.
Official Community Plan and Zoning Bylaw amendments go to public hearing for 1045 Bear Creek Road
Council gave second reading to the Official Community Plan (OCP) amendment to designate the 9.1 ha property, at 1045 Bear Creek Road, from Comprehensive Development to Rural Residential. First and second reading was given to the Zoning Amendment Bylaw, to consider rezoning the Rural Residential Large Parcel (RU4) to Rural Residential Small Parcel (RU2). Zoning Amendment Bylaw deferred for 3349 Glenrosa Road
A proposed Zoning Amendment Bylaw to rezone 3349 Glenrosa Road from RU4 to RU2 to accommodate a 2-lot subdivision was deferred by Council to a future meeting.
Council receives an update on the Rose Valley Water Treatment Plant and construction of transmission mains
Staff provided an overview of the work completed to date on the Rose Valley Treatment Plant—the City’s single largest construction project, and a look ahead of the last and final phase of construction of the plant. The final phase of construction includes the installation of water transmission main infrastructure in the Sunnyside and West Kelowna Estates neighbourhoods. Public information sessions are planned for Sept. 15 and Sept. 21 to provide more information about upcoming transmission main construction. Visit OurWK.ca/watermains to learn more.
