Remembrance Day and Indigenous Veterans Day
Mayor and Council acknowledged Indigenous Veterans Day on Nov. 8 and Remembrance Day on Nov. 11; both are important days to honour and remember those who have served our country. The West Kelowna Remembrance Day ceremony will be held on Tuesday, Nov. 11 at Royal Lepage Place from 10:45 a.m. to noon, with the honour parade taking place at 10 a.m.
Expanded recycling services coming in spring 2026
Council received a presentation on Recycle BC’s taking over of curbside recycling services starting May 1, 2026. Pickups will continue on the regular days but will be expanded to include grey and pink boxes for non-deposit glass and flexible plastics. Boxes are expected to arrive in February and Recycle BC will provide customers with more details this fall and winter.
Resident presents safety concerns on Gosset Road
Council received a presentation from a resident proposing pedestrian safety and speed reduction solutions for Gossett Road. Council passed a motion for staff to prepare a report on the safety improvements and return to Council by the end of January 2026.
Traffic Bylaw amendments to be updated
Council directed staff to revise the drafted Traffic Bylaw amendments and return to a future Council meeting. The proposed amendments, if adopted, will modernize the Traffic Bylaw and related enforcement, ticket utilization and fees bylaws to align with provincial small-scale, multi-unit housing requirements and improve clarity and enforcement for road uses, parking, and permitting.
Council supports updated Neighbourhood Community Associations Policy
Council approved updates to the Neighbourhood Community Associations Policy, which include increasing insurance reimbursement up to $750 and a $500 annual community events stipend.
2025 equipment financing plan supported
Council approved borrowing up to $4.14 million, to be repaid over five years, to fund equipment purchases from the 2022 to 2025 Capital Plans.
Council appoints new bylaw officer
Council appointed Daniel Hogan as the City’s newest Bylaw Compliance and Enforcement Officer, to provide relief coverage for existing full-time staff and reduce overtime costs.
Inter-Community Business Licence Bylaw updated
Council adopted the updated Inter-Community Business License Bylaw, which excludes boat businesses (e.g. tours, rentals, etc.) from regional licensing to comply with municipal regulations.
Zoning amendment proposed for 2422 and 2446 Reece Road
Council gave first, second and third readings to a proposed zoning bylaw amendment that, if adopted, will rezone a portion of 2422 and 2446 Reece Road from Low to Medium Density Multiple Residential to allow two, four-storey apartment buildings surrounded by lower density, single family or duplex housing.
Zoning amendment proposed for 911 and 921 Anders Road
Council gave first, second and third readings to a proposed zoning bylaw amendment that, if adopted, will rezone 911 and 921 Anders Road to Neighbourhood Centre from Single Detached and Duplex Residential to allow a mixed-use development with residential units above ground-floor commercial space, supporting the vision for a walkable Lakeview Heights neighbourhood.
Zoning amendment proposed for 3782 and 3788 Morningside Drive
Council gave first, second, and third readings to a proposed zoning bylaw amendment that, if adopted, would rezone vacant lots at 3782 and 3788 Morningside Drive from Single Detached and Duplex Residential to Residential Plex to allow consolidation to one lot and construction of a triplex.
Updates to Park Naming Policy
Council requested further updates to the new Parks Naming Policy to create a more meaningful, unique and commemorative park naming and public input process. Once approved, residents will be invited to suggest names and help build a reserve list for future use.
Recreation Department highlights programs and events
Council received an update from the Recreation Department on June to December 2025 programs and events, including record attendance of 11,600 at Music in the Park, successful summer day camps and the popular, new Pop Ups on the Plaza. Staff are preparing next for the festive season with Light Up on Dec. 5, a new Family Flicks holiday film event on Dec. 7, and Twinkle Tour.
Councillor Millsap gives Notice of Motion regarding noxious weeds and invasive trees
Councillor Millsap presented a notice of motion, which may be considered at a future Council meeting, requesting a new bylaw to manage noxious weeds and invasive trees in West Kelowna.
