Community thanked for generous Food Drive contributions Council thanked our community for its record-breaking contributions to West Kelowna Fire Rescue’s annual Holiday Food Drive, with 15,897 pounds of food and $5,890 in cash donations, having a total impact valued at $63,755, in support of the Central Okanagan Food Bank. Neighbourhood community association policy changes Staff were directed to amend the Neighbourhood Community Associations Policy to raise annual grant funding to a maximum of $1,000 for directors’ liability insurance and BC Societies Act fees, and were also directed to report back on potential waivers for City facility rental fees and adding neighbourhood association contact links to the City’s website. 2026–2030 Financial Plan to be further reviewed Council passed a motion to direct staff to review the 2026 Budget and make recommendations to bring the tax increase down by 1 per cent and deferred third reading of the 2026-2030 Financial Plan. Council received the Draft 2026 Budget Consultation Summary Report for information. Amendments to the 2024 and 2025 Financial Plan Bylaws adopted Council adopted amendments to the 2024–2028 and 2025–2029 Financial Plans, which reflect previously endorsed 2024 and 2025 budget resolutions and do not change tax rates, with funding supported through reserves, grants, cash-in-lieu contributions, and Local Area Service parcel taxes. 2026 Grant in Aid applications approved Council amended and approved 2026 Grant in Aid applications, which local non-profit groups that deliver local services submitted. Grants will be distributed after Council adopts the 2026–2030 Financial Plan. Community Safety & Well-Being Plan initial engagement findings received Council received the Community Safety and Well-Being Plan Needs Assessment and Engagement Findings. The summary report outlined the first phase of community and stakeholder engagement completed in late 2025. The findings will inform the next round of engagement and the development of a draft Community Safety and Well-Being Plan to be presented in 2026. Update on the Main City Software Platform project Council received the first update on the City’s Main City Software Platform Project to replace legacy financial and human resources systems. The project is 40 per cent completed and remains on budget with a phased launch planned to start in January 2027. Commercial boat launch licensing options discussed Council received information on a potential commercial licensing program at the Gellatly Bay Boat Launch, and directed staff to implement a base licensing program for commercial operators under the City’s existing licensing system. Short-term rental bylaw amendment rescinded Council rescinded first reading of a proposed zoning amendment that would have allowed short-term rentals in secondary suites within the RC3 compact housing zone and directed staff to close the file following public feedback which included concerns about neighbourhood impacts, safety, enforcement, and housing supply. Pre-approved Housing Accelerator Fund building plans and designs advance to public hearing Council gave first and second readings to a proposed Official Community Plan Amendments that, if adopted, would permit the use Housing Accelerator Fund – Pre-Approved Building Plans & Designs. The changes exempt duplexes and CMHC fourplex designs from certain development permits to streamline approvals. A public hearing will be scheduled for a future date. Traffic Bylaw amendments proceed to adoption Council gave third reading to amendments to the Traffic Bylaw to incorporate minor housekeeping modifications. If adopted at a future meeting, the bylaw would modernize driveway and parking standards for duplexes and townhouses to help facilitate Small-Scale Multi-Unit Housing, by allowing a maximum of one, 12-metre driveway, or two, six-metre driveways, and a zero-metre parking buffer to balance safety, on-street parking, and neighbourhood character. Gossett Road traffic calming study approved Council approved a Traffic Calming Study for Gossett Road in 2026 to address speeding and safety concerns brought forward by Gossett Road residents. The findings will inform possible future improvements, including pedestrian upgrades, which Council could consider as part of the 2027 Capital Budget and 10-year Capital Plan. Shared management agreement with RDCO for Glen Canyon Park renewed Council approved a 15-year renewal of a joint management agreement with the Regional District of Central Okanagan providing operating and cost efficiencies for the maintenance of trails, parking, and other improvements in Glen Canyon Park on Gellatly Road South, as an extension of the work the RDCO already does for the greater Glen Canyon Regional Park, which extends to the northwest. |
