Council expresses condolences of losses in our community
On behalf of Council and staff, deepest sympathies were expressed to the family, friends and the West Kelowna Warriors on the passing of Parm Dhaliwal – a beloved member of our community. Parm was a member of the West Kelowna Warriors from 2016-2019 and was known on and off the ice as a great friend and teammate. On Saturday, Oct. 1, the Warriors will host a tribute night to honour Parm, and the community is encouraged to attend to celebrate his life and to welcome his friends and family to Royal LePage Place Arena.
Council also expressed deepest sympathies to the family and friends of the three men who passed away in separate motor vehicle incidents this month. Although these incidents were unrelated, such tragedies happening in close proximity are unprecedented for our community. Our hearts sincerely go out to their loved ones during this difficult time. There will be a number of details yet to come from the RCMP. Road safety remains a priority for the City and RCMP. The City will incorporate any safety improvements, based on the outcome of any RCMP recommendations, including increased traffic enforcement and education.
Council appoints new Corporate Officer and Chief Election Officer
Council sincerely thanked recently retired, Shelley Schnitzler, for her service to the City of West Kelowna and appointed Corinne Boback as the new Corporate Officer and Chief Election Officer for the City of West Kelowna. Amended Council Meeting Schedule adopted
Council adopted the Council Procedure Amendment Bylaw to adjust the timing of meetings in August and May of each year. The amended schedule does not reduce the total number of Council meetings allocated for 2022 as an additional meeting was held in May to accommodate additional reports.
Employee Line of Duty Death Policy adopted
Council adopted an organization-wide Employee Line of Duty Death Policy to apply to all City employees, effective immediately, in the event of loss of life in the line of duty in the workplace.
2022 Strategic Priorities progress update
Council was provided an information update, in combination with the capital projects report, as an interim update of the 2022 Strategic Priority progress. The 2022 Strategic Priorities reflects significant initiatives under the four major pillars of Invest in Infrastructure, Economic Growth and Prosperity, Strengthen Our Community and Foster Safety and Well-Being. A summary of projects and initiatives can be viewed in more detail in this report.
Mt. Boucherie Community Centre Restoration Project Update
Council received a What We Heard report on the public consultation phase for the Mt. Boucherie Community Centre Restoration Project, which was held from April 20 to June 27, and provided additional feedback in preparation of a concept plan to be completed later this fall. Capital Projects financial status update
Council received a status update on capital projects for roads, pedestrian improvements, facilities, water and equipment, which presents what is spent to date and funds committed for 2022.
Zoning Amendment Bylaw for 3654 Old Okanagan Highway
Following the Public Hearing, Council gave third reading to the Zoning Amendment Bylaw for 3654 Old Okanagan Highway, which proposes to rezone the subject property from Single Detached Residential to Urban Centre Commercial. The Bylaw will be brought back for adoption once the Ministry of Transportation and Infrastructure has reviewed it.
Zoning Amendment Bylaw for 3639 Apple Way Boulevard
Following the Public Hearing, Council gave third reading and adopted a Zoning Amendment Bylaw for 3639 Apple Way Boulevard to allow for a Bed and Breakfast in a Duplex Residential Zone.
Zoning Amendment Bylaw for 1195 Industrial Road
Following the Public Hearing, Council gave third reading to the Zoning Amendment Bylaw for 1195 Industrial Road, which proposed a tattoo parlour within the Light Industrial Zone. The Bylaw will be brought back for adoption once the Ministry of Transportation and Infrastructure has reviewed it.
OCP and Zoning Amendment for Smith Creek Road
Following the Public Hearing, held on June 14, 2022, Council gave third reading to OCP and Zoning Amendment Bylaws to allow for low density multiple family and single detached residential development. Third-reading conditions included establishing linear trail connections, sidewalk and transit infrastructure improvements, construction of the east-south Smith Creek Road alignment, and an extension of Doucette Drive to connect with Copper Ridge Drive, prior to developing over 100 units and off-site storm water improvements.
Development Variance Permit for 2240 Hihannah Drive
Council approved the Development Variance Permit for 2240 Hihannah Drive to reduce the front parcel boundary setback from 4.5m to 1.89m and the front parcel setback for a garage from 6.0 to 4.02m to allow for the construction of a new single family dwelling.
Agricultural Land Commission application for temporary farm housing at 3910 Brown Road for four workers
Council supported the Non-Adhering Residential Use application to provide a temporary farm worker dwelling in the Agricultural Land Reserve for the property at 3910 Brown Road for a period of four years and directed staff to forward the application to the Agricultural Land Commission for consideration.
Temporary Use Permit Renewal for 3275 Shetler Drive
Council approved the Temporary Use Permit Renewal for indoor woodworking activity at 3275 Shetler Drive for the manufacturing of planter boxes for an additional three years, while supporting agricultural operations.
Hillside Development Permit with Variances for 1386 Bear Creek Road
Council authorized the Hillside Development Permit with Variances to increase the height of a single building wall face from 9.0m to 11.6m and to vary the grade of the driveway at 1386 Bear Creek Road.
Consequential Zoning Bylaw Amendments
Further to the comprehensive review of the Zoning Bylaw, Council gave first, second and third readings to bylaws, which are administrative in nature, to remove obsolete language and updates to references, which relate to newly adopted Zoning Bylaw 0265.
The Province of B.C.’s Bill 26 to streamline Development Application Process Review
The Development Applications Procedures Amendment Bylaw is being deferred to a future meeting with Council’s feedback. These updates, informed by Bill 26, would assist in streamlining certain development permits and development variance permits, which will delegate application approvals to staff to support accelerating development applications. Council requested public notification procedures remain as they are today, for proposed minor variance processes. Additional information will be brought back to Council to review public notification methods as part of considering first, second and third reading.
2023 Transit Service Review deferred
Council deferred the Transit Service Review report to a future meeting to allow for more time to discuss. The BC Transit-led review will update transit service and infrastructure through consultation with the public and recommendations generated by local governments across the region for the next three years (2024-2027).
Development Cost Charge Bylaw adopted
Council adopted the Development Cost Charge (DCC) Bylaw after receiving approval from the Ministry of Transportation and Infrastructure and the notification to stakeholders. The new DCC rates will come into effect on Aug. 25, 2022 for any new development applications.
Bylaw Amendment to manage development
Coun. Rick de Jong brought forward a Notice of Motion for staff to bring back relevant bylaws at a future meeting for developments in built-out neighbourhoods to address construction timelines, control of dust and debris, noise, and guidelines for parking of vehicles and storage of equipment and materials.
