Horizon Drive Active Transportation Corridor project update

The City of West Kelowna has taken over the construction coordination of the Horizon Drive Active Transportation Corridor project and has retained Emil Anderson Construction Inc. to complete the remaining paving for the project. This work is scheduled to start as early as the week of Sept. 14, 2026. 

Residents can anticipate asphalt paving to take place in mid-October, with landscaping remediation following paving. Residents should begin seeing visible progress in the coming weeks. 

The project was awarded last year through a competitive bidding process to EXO Contracting Ltd.; however, the contractor has defaulted on their contractual obligations and the City has taken over construction coordination of the project to complete the remaining works as quickly as possible. In addition to the paving, the City has developed procurement packages for the remaining scope of work.

Overall, project completion is currently anticipated for November 2026.

Remaining work for 2026

The final phase of the project, extending from Shale Ridge Place to the existing sidewalk south of Horizon Court, will include:

• Road widening and culvert extensions
• Street lighting
• Asphalt paving
• Line painting
• Landscaping
• Frontage restoration
• Completion of outstanding deficiencies

Landscaping activities are currently underway as topsoil placed along the front lawns on Horizon Drive is part of the planned lawn restoration. 

The City plans to hydro-seed these areas in the fall, which will allow the grass seeds to germinate and establish in the new topsoil.

Please note the construction schedule is subject to weather conditions, contractor schedule changes and other factors.

Pedestrian access will be maintained throughout construction and cyclists are encouraged to dismount through the construction zone. Access for emergency vehicles and school bus service will be maintained at all times. The contractor will coordinate local access for residents living within the work area to ensure continued access to their homes.

Motorists are advised to drive with caution, follow all posted speed limits and expect minor delays when travelling through the work area.

The City of West Kelowna thanks residents and businesses for their patience and understanding while the work is completed on the project. The project has faced unexpected and unacceptable delays under the original contractor who eventually defaulted on the contract. Following the default, the City was required to take the necessary contractual and procurement steps to assume construction coordination and advance the remaining work toward completion. The City recognizes this project has taken a year longer than anticipated and apologizes for the long disruption for residents.
