Rose Valley Water Treatment Plant

The Rose Valley Water Treatment Plant (RVWTP) is a state-of-the-art facility that produces safe, clean drinking water via a multi-barrier process as required under federal and provincial guidelines.

It was completed in December of 2023 and is the single largest construction project the City of West Kelowna has ever undertaken.

RVWTP is located at 1500 Rosewood Drive, and services the neighbourhoods:

  • Rose Valley
  • Lakeview Heights
  • Shannon Lake, including Shannon Heights and Shannon Woods
  • Tallus Ridge
  • West Kelowna Estates
  • Sunnyside and Pritchard
  • South Boucherie and Green Bay
  • Bartley North and Boucherie Centre
  • West Kelowna Business Park
  • A small portion of Casa Loma (specifically Casa Palmero and Lucinde)

Planned, ratepayer-approved adjustments in 2026:

  • No change occurred on your January bill, which covered the last quarter of 2025.
  • For 2026 quarterly bills, the first being sent in April:
    • We removed $37.50 from the quarterly RV Residential Flat Water Rate for the per parcel share of the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project.
    • The quarterly RV Residential Flat Rate increased by $1.80 to cover actual operational costs for 2025 and forecast for 2026.
    • In 2025, the quarterly RV Residential Flat Water Rate was $215.14.
    • In 2026, the quarterly RV Residential Flat Water Rate is $179.44 ($215.14 - $37.50 + $1.80).
    • The $37.50 removed from quarterly utility bills has been transferred to an ***annual parcel tax; property taxes notices will be mailed in late May.
  • The ***annual parcel tax will be $171.89, which is equal $37.50 X 4, plus $21.89 for interest.
    • The original estimated parcel tax amount was $181 in 2025; final calculations confirmed the amount to be $171.89 to account for Municipal Finance Authority interest at the time of borrowing and additional parcels added to the system, as of March 15, 2026.

***The $171.89 annual parcel tax does not apply to those who prepaid their share.

The Rose Valley Watershed encompasses 244 square km, and contains 2 upper storage reservoirs (Esperon and Big Horn) that feed into Rose Valley Reservoir. Together, these three reservoirs provide over 6000ML of raw water storage for the Rose Valley Water Treatment Plant.

  • Total water capacity: 70 million litres per day; expandable to 115 million litres in future.

  • Treatment methods: Coagulation, flocculation, dissolved air flotation, filtration, ultraviolet disinfection, and chlorination.
  • Objectives: Multi-barrier treatment to improve the quality, taste, colour, and smell of the raw source water and provide drinking water that meets federal and provincial guidelines.
  • Cost: $75 million with $41 million from a federal and provincial grant, $6.1 million from development cost charges, $4.4 million from Rose Valley water reserves and $23.5 million from ratepayers through one-time upfront payments or borrowing over 25-years.
