The City of West Kelowna operates four water systems – Lakeview (Local Rose Valley), Powers Creek, Pritchard/Sunnyside and West Kelowna Estates – that will be combined into two, once the Rose Valley Water Treatment Plant is operational in 2023.
The two systems will be:
- Powers Creek serving approximately 4,700 connections in Gellatly, Glenrosa, Smith Creek and Westbank
- Rose Valley serving approximately 7,300 connections in Boucherie Centre, Lakeview Heights, Pritchard, Shannon Lake, South Boucherie/Sunnyside, Rose Valley, West Kelowna Business Park and West Kelowna Estates.
Other neighbourhoods in the City receive water via private systems. These include Bear Creek, Casa Loma, Raymer/Westside Road, Upper Glenrosa and Whitworth.
Lakeview System (Local Rose Valley) |
The Legacy Lakeview System provides non-filtered, chlorinated water to approximately 4,700 connections and 226 hectares (ha) of agricultural land. The Lakeview Irrigation District was created following the construction of Rose Valley Dam in 1949. The dam and intake from Lambly (Bear) Creek were constructed to create a reservoir to provide irrigation to residents who settled in the area under a federal government program following the Second World War. The 244-square-kilometer Lambly (Bear) Creek Watershed provides 6,100 mega litres (ML) of raw water storage for the system and includes Esperon, Christie and Duo Via Lakes which feed Big Horn Reservoir. Big Horn Reservoir empties into Lambly Creek, which is then diverted into Rose Valley Reservoir. The Legacy Lakeview Irrigation District System was transferred to the City of West Kelowna on January 1, 2011. The transfer was required under the terms of municipal incorporation in December 2007. System assets include four reservoir lakes, three dams, two head gates, one intake, five reservoirs, four pump stations, a diversion channel, a chlorination facility, and approximately 115 kms of water mains. The system serves Boucherie Centre, Lakeview Heights, Rose Valley, Shannon Lake, Shannon Woods, Tallus Ridge and the West Kelowna Business Park. |
Westbank System (Powers Creek) |
The Legacy Westbank System (Powers Creek) provides filtered, UV disinfected and chlorinated water to approximately 4,700 customers and 385 hectares (ha) of agricultural land. The Westbank Irrigation District was originally constructed to supply irrigation water to agricultural customers. The Powers Creek watershed provides 10,500 mega litres (ML) of raw water to the system and includes six reservoir lakes: Tadpole, Dobbin, Horseshoe, Paynter, Jackpine and Lambly. The water flows into Powers Creek and a downstream intake diverts water to the Powers Creek Water Treatment Plant, which treats water through rotating screens, flash/rapid mixing, coagulation, flocculation, clarification, filtration, UV disinfection and chlorination processes before distributing to customers via a 110 kilometre distribution system. The Legacy Westbank Irrigation District was transferred to the City of West Kelowna on January 1, 2011. The transfer was required under the terms of municipal incorporation in December 2007. System assets include six reservoir lakes, seven dams, 10 head gates, one diversion pipeline, one intake, one Level 4 treatment plant, three man-made reservoirs, two pump stations, and 110 kms of water main. The system serves Gellatly, Glenrosa, Smith Creek and Westbank. |
Pritchard/Sunnyside System |
The Legacy Pritchard/Sunnyside System provides non-filtered chlorinated water to 1,500 customers and 36.4 hectares (ha) of agricultural land. Pritchard and Sunnyside began as separate developer-constructed systems, circa 1967 and 1971 respectively, to provide water to residents and agricultural customers. The systems were transferred to the Regional District of Central Okanagan in 2005 and then to the City of West Kelowna at the time of incorporation in December 2007. The City of West Kelowna merged the two systems in 2018. Okanagan Lake provides source water to the system. City licences (from the Province) permit 2,928 mega litres (ML) of water to be drawn from the lake annually for the Pritchard/Sunnyside and West Kelowna Estates Systems combined. System assets include four man-made reservoirs, three pump stations and 35 km of water main. The combined system serves Green Bay, Pritchard, Sunnyside and South Boucherie. |
West Kelowna Estates System |
The legacy West Kelowna Estates System provides non-filtered chlorinated water to approximately 1,200 customers. West Kelowna Estates began as a developer-constructed system circa 1970 and was transferred to the Regional District of Central Okanagan circa 1996. The system was then transferred to the City of West Kelowna at the time of incorporation in December 2007. Okanagan Lake provides source water to the system. City licences (from the Province) permit 2,928 mega litres (ML) of water to be drawn from the lake annually for the Pritchard/Sunnyside and West Kelowna Estates Systems combined. The system serves the West Kelowna Estates neighbourhood. Assets include three reservoirs, four pump stations, a lake intake and 30 km of water main. |
