2022 Annual Report

On June 27, 2023, Council adopted the 2022 Annual Report, which includes the Audited Financial Statements and the Year in Review. The Annual Report provides a summary of the activities and accomplishments that continued to move our rapidly growing community forward with investments in infrastructure and delivery of programs and services, guided by Council’s Strategic Priorities. Review the online version below or download a copy.

As a rapidly growing and vibrant city, we have made significant progress to address infrastructure needs of our community and deliver programs and services, guided by Council’s Strategic Priorities. In addition to highlighting our program, service and project achievements for the last full operating year, the Annual Report also provides the City’s permissive tax exemptions and grants in aid.

Annual Reports provide a transparent accounting of the city's fiscal position and its performance measures and highlights from the past full operating year in the delivery of programs, projects and services. The requirements of annual reporting are set out in Part 4, Division 5, Sections 98 and 99 of the Community Charter. The Annual Report must include:

  • The local government's audited annual financial statements for the previous year.
  • A list of the permissive tax exemptions that the municipal council has authorized and the amount of property tax that would have been imposed during the previous year for each exemption had it not been granted.
  • A report on the local government's programs, services and operations for the previous year.
  • Progress on the local government's performance relating to its established objectives and measures.
  • A statement of objectives and measures that will create a baseline for the municipality's performance during its current year and next operating years.
  • Details of any declarations of disqualification made against individual council members during the previous year.
  • Any other information that a council deems appropriate for annual reporting purposes.
  • Once completed, the municipality must ensure the Annual Report is available for public viewing, questions and feedback for a minimum of 14 days before Council holds a meeting to finally consider the report.

The report is to be made available for public viewing before June 30 each year.
