Rose Valley Water Treatment Plant Service Area customers will see planned adjustments roll out starting with their quarterly utility bill in April, and their annual property tax notice in late May.
The adjustments honour a ratepayer-approved plan to cover the costs for completing the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project (RVWTP) on budget at $75 million. A letter providing details is also being mailed this week to RVWTP customers.
On quarterly bills, the RV Residential Flat Water Rate will decrease to $179.44, from $215.14 in 2025:
- $37.50 per quarter, for the RVWTP project, was removed.
- $1.80 per quarter was added to cover operating costs.
When RVWTP customers receive their annual property tax notice in late May, they will see that the Rose Valley Water Treatment Plant Parcel Tax has been added:
- The parcel tax is $171.89; $150 annually, or $37.50 times four, plus $21.89 in interest.
- The original estimate of $181 was adjusted to reflect the actual Municipal Finance Authority interest and account for new parcels that are also now contributing their portion.
Property owners who prepaid, will not pay the annual parcel tax.

- Construction began in spring 2020 and was completed in fall 2023.
- RVWTP is in its commissioning phase and provides clean drinking water that meets federal regulations and provincial guidelines.

The transfer from quarterly utility bills to an annual parcel tax does not apply to our customers in the Powers Creek Water Service Area because they pay separately for their plant and water system.
