Development Services Audit
Council received a presentation of the results of an audit of the City’s Development Services Division conducted by Neilson-Welch Consulting Inc. Of the five departments within the division, three are regulatory and receive complaints from the public. The audit is to determine the validity of the complaints and recommend changes to improve efficiency and effectiveness. A number of recommendations were included in the report involving communication between the City and the development community, staffing levels, policy adherence and improvements and ongoing monitoring. Council agreed to request staff review the recommendations and bring forward a plan for implementation of the suggestions for Council’s consideration.

Casa Loma Development
Council gave first reading to Zoning Amendment Bylaws related to a proposed development on Campbell Road in Casa Loma. The proposal involves a 7.1-hectare property and the application is to amend the Official Community Plan land use designation from Agricultural to Tourist Commercial and to rezone from Agricultural to Comprehensive Development Zone and Commercial Water Use Zone. The proposed development includes a mixed-use area with smaller commercial uses, various housing types and vacation rentals including resort apartments, townhouses, a 180-room hotel and a marina and boat launch. Given there has been significant public interest in the proposed project, a public hearing will be held prior to second reading to allow for early feedback.
Carrington Road Apartment
Council authorized the issuance of a Development Permit to construct a four-storey apartment building, with 101 units, at 2301 and 2311 Carrington Road.
Temporary Use Permit – Glenrosa Road
Council agreed to approve a Temporary Use Permit to allow processing of raw materials at the Trails Development location on Glenrosa Road. The permit will allow activities like gravel crushing and screening to be done onsite, activities that are typically restricted to industrial zones. The permit will restrict processing to a location on the site that will have the least impact on neighbouring residential properties. These activities will be allowed Monday to Friday, from 10 am to 5 pm, until December 31, 2018. Regular site monitoring will be done to ensure the permit regulations are followed.
Statement of Financial Information
Council approved the 2017 Statement of Financial Information for the City of West Kelowna. The report is an annual requirement for all local governments under the Financial Information Act. It provides full disclosure of Mayor and Council remuneration in 2017, reimbursements and expenses received by Mayor and Council, and staff who have earnings and expenses over $75,000. The report also lists all vendors paid $25,000 or more in 2017.
