Recognizing National Day of Mourning
April 28 is the National Day of Mourning in memory of those killed or injured in work-related incidents. Council thanked staff and firefighters for their efforts to keep City workplaces safe and remembered Fire Captain Troy Russell who passed from workplace-related cancer on Sept. 25, 2018.
Stage 2 outdoor watering regulations in effect
Due to low snowpack and little spring rain, Stage 2 outdoor watering regulations are in effect. Even numbered addresses can water on Tuesdays and Saturdays and odd numbered addresses on Wednesdays and Sundays. Learn more at westkelownacity.ca/wateringregulations.
Public feedback set for May 26 on BC Hydro’s West Kelowna Transmission Project
Council wants to hear residents’ thoughts on proposed route options for the West Kelowna Transmission Project before providing feedback to BC Hydro. Residents can attend and speak at the May 26 Regular Council Meeting, starting at 6 p.m. in Council Chambers.
Council receives presentation from the Kelowna Rowing Club
The Kelowna Rowing Club appeared as a delegation to request waterfront access to continue operating their programs following the loss of storage and moorage facilities. Staff will report back to Council with options.
Development variance permit for Horizon Drive subdivision approved
Council approved a development variance for 2232 Horizon Drive to allow for reduced frontage improvement requirements. The proposal also includes wildfire mitigation being completed on land to be donated and added to Faulkner Creek Park as well as a cash in lieu contribution for future road improvements on Horizon Drive.
Tax rate bylaw updated
Council approved the 2026 tax multiplier schedule and gave first, second and third readings to the 2026 Tax Rates Bylaw, which generates $52.9 million in property tax revenue to maintain services. This is an increase for the average household of $138 or 6.638 per cent, for the municipal portion of taxes billed.
First quarter 2026 strategic and statistical reporting presented
Department Reports provided key statistical and performance data for the first quarter of 2026 plus an update on achieving Council’s Strategic Priorities. Of the 52 strategic actions, 82 per cent are complete or on track for completion within the Council term (by November 2026).
Suggested guidelines for dog park improvements presented
Staff presented a report recommending standardized Dog Park Planning and Design Guidelines for fencing, seating, signs and play features to improve safety, site conditions and user experiences.
LED streetlight conversion project awarded
Council awarded a $447,830 contract to StressCrete Group to supply LEDs, within budget, to complete the final phase of the City’s multi-year streetlight conversion program.
Menu Road drainage improvements contract awarded
Council awarded a within-budget $267,207 contract to Twincon Enterprises to complete Menu Road Drainage Improvements for better stormwater conveyance.
Vineyard Drive traffic study recommends playground zone
Staff shared a follow-up report on Vineyard Drive traffic calming measures. A playground zone with a 30 km/h speed limit will be designated on Vineyard Drive along Vineyard Park at a cost of $600.
Recreation and Culture fees updated
Council adopted Fees and Charges Bylaw amendments that update recreation program fees and facility rental rates, starting Sept. 1, to better recover subsidized costs and align with regional prices.
Mount Boucherie Community Centre restoration remains on budget and on schedule
With demolition, framing and service works completed, the Mount Boucherie Community Centre Restoration Project remains on schedule to finish in September within the $4.8 million budget.
Council to consult and carefully consider West Kelowna Transmission Project options
Staff shared a report recommending Option 1, along Old Okanagan Highway, as the preferred configuration and route for BC Hydro’s West Kelowna Transmission Project to minimize community impacts while providing power reliability. Council will next hear community feedback at the May 26 Regular Meeting before providing final feedback to BC Hydro.
McKay Road fourplex proposal adopted
Council adopted a Zoning Bylaw amendment to rezone 942 McKay Road from Single-Detached and Duplex Residential to Residential Plex to allow for a proposed fourplex, per the March 24 meeting.
Sterile Insect Release parcel tax bylaw adopted
Council adopted the 2026 Sterile Insect Release Parcel Tax Bylaw to support the regional program that controls codling moth populations to help protect local orchards.
Solid waste and recycling parcel tax bylaw adopted
Council adopted the 2026 Solid Waste and Recycling Program Parcel Tax Bylaw to support regional waste reduction initiatives that the Regional District of Central Okanagan delivers for our community.
Asquith Road Transfer Station parcel tax bylaw adopted
Council adopted the 2026 Asquith Road Transfer Station Parcel Tax Bylaw to fund the Regional District of Central Okanagan’s operations of the transfer station for our community.
Green Bay dredging parcel tax bylaw adopted
Council adopted the Green Bay Dredging Project Phase 1 Parcel Tax Bylaw to cover engineering and environmental consulting costs being borne by 38 properties to benefit from the dredging of the bay.
