Advocating for West Kelowna priorities in Victoria

On behalf of Council, Mayor Milsom travelled to Victoria at the end of March to meet with provincial representatives to push for action on some key issues important to West Kelowna. Topics included policing on the Westside, affordable housing opportunities, and increasing mental health services. Minister Krieger confirmed the Province and RCMP will allocate six new officers and one civilian support person to the Westside. Read the news release.

BC Hydro shares transmission project public feedback

Council received a BC Hydro presentation summarizing public input into the West Kelowna Transmission Project, which will provide future energy reliability for the Greater Westside. Most feedback favoured Option 1 with underground infrastructure. Staff plan to return to Council following the community meeting with a recommended City response that includes long-term planning objectives. Council directed staff to schedule and advertise a formal community meeting in May for the purpose of receiving public feedback regarding the BC Hydro Transmission project.

Further updates to Transportation Master Plan to be incorporated

Council requested some revisions to the Transportation Master Plan which, once incorporated, will return to Council for adoption. The Transportation Master Plan reflects public input, prioritizes road safety, walking and cycling connections, and improved transit networks, and will help guide transportation projects through the City’s annual budget and capital planning processes for the next 20 years once adopted.

Sterile Insect Release parcel tax bylaw advances

Council gave first, second, and third readings to the Sterile Insect Release Parcel Tax Bylaw to support the regional program that controls codling moth populations to help protect local orchards. Council will consider adoption at the April 28 meeting.

Solid waste and recycling parcel tax bylaw to be considered for adoption

Council gave first, second, and third readings to the Solid Waste and Recycling Program Parcel Tax Bylaw which supports regional waste reduction initiatives that the Regional District of Central Okanagan delivers for our community. Council will consider adoption at the April 28 meeting.

Asquith Road Transfer Station parcel tax bylaw advances

Council gave first, second, and third readings to the Asquith Road Transfer Station Parcel Tax Bylaw, which funds the Regional District of Central Okanagan’s operations of the transfer station for our community. Council will consider adoption at the April 28 meeting.

Green Bay dredging parcel tax bylaw to be considered for adoption

Council gave first, second, and third readings to the Green Bay Dredging Project Phase 1 Parcel Tax Bylaw, which will recover consulting costs for engineering and environmental work needed to advance dredging and which will be covered by the 38 benefiting properties.

Civic addressing enforcement bylaw adopted

Council adopted a new Civic Addressing Bylaw to guide the assignment of address numbers for buildings and structures, which will ensure that West Kelowna has a consistent addressing approach, and there will be sufficient numbers for new infill housing.

City software platform project remains on track

Council received an update on the City’s Oracle Fusion Enterprise Resource Planning/Human Resources Information System (ERP/HRIS) implementation, which will deliver a comprehensive, cohesive and efficient software platform for finance, procurement and HR. The project is on schedule to go live in early 2027 and remains within the approved $2.1 million budget.

Recreation and culture fees bylaw to be considered for adoption

Council gave first, second, and third readings to Recreation and Culture Fees and Charges Bylaw amendments that, if adopted, will update program and facility rental rates to recover costs and align with regional prices.

Cemetery bylaw enforcement updates advance

Council gave first, second, and third readings to Cemetery Bylaw amendments that, if adopted, will update offences and fines for unauthorized activity at the City’s memorial gardens.

EV charger installation funding approved

Council allocated $87,200 from provincial Local Government Climate Action Program grant funding to complete the electric vehicle charger installation project, which will expand fleet and public charging infrastructure, including new fast-charging stations at City Hall.
