To cover operating costs and infrastructure needs, the quarterly increases are:
- $5.10 for sewer.
- $2.01 for waste collection.
- In the Powers Creek Service Area, water rates will increase by $25.62 per quarter.
- In the Rose Valley Service Area, water rates will increase by $1.80 per quarter.

A Water Rate Study is slated to begin as early as late 2026 to help establish future fee structures, which will continue to ensure long-term sustainability for water operations and infrastructure.

Planned, ratepayer-approved adjustments in 2026:
- No change occurred on your January bill, which covered the last quarter of 2025.
- For 2026 quarterly bills, the first being sent in April:
- We removed $37.50 from the quarterly RV Residential Flat Water Rate for the per parcel share of the Rose Valley Water Treatment Plant and Connecting Transmission Mains Project.
- The quarterly RV Residential Flat Rate increased by $1.80 to cover actual operational costs for 2025 and forecast for 2026.
- In 2025, the quarterly RV Residential Flat Water Rate was $215.14.
- In 2026, the quarterly RV Residential Flat Water Rate is $179.44 ($215.14 - $37.50 + $1.80).
- The $37.50 removed from quarterly utility bills has been transferred to an ***annual parcel tax; property taxes notices will be mailed in late May.
- The ***annual parcel tax will be $171.89, which is equal $37.50 X 4, plus $21.89 for interest.
- The original estimated parcel tax amount was $181 in 2025; final calculations confirmed the amount to be $171.89 to account for Municipal Finance Authority interest at the time of borrowing and additional parcels added to the system, as of March 15, 2026.
***The $171.89 annual parcel tax does not apply to those who prepaid their share.

Annual sewer and water debts |

If applicable, we bill annual Sewer and Water Debts either in January (once a year) with payment due Nov. 15 of the same year, or we add the debts to property taxes. Sewer and Water Debts are 20-year or 25-year debentures, which result when a property owner opts to finance, rather than pay out, their portion of installing sewer or water systems in their service area. You cannot pay off the debts early as they are financed under the Municipal Finance Authority, not the City of West Kelowna. Online Banking – most recommended Online bill payments can be made through your bank's website or online app. Contact your bank if you need assistance in setting up these payments. Your account number is at the top left hand corner of your bill. Ensure you choose City of West Kelowna - Utilities as the payee. Make Pre-Authorized Payments – highly recommended Sign up for Pre-Authorized Payments by completing the application form to have payments automatically deducted from your bank account on the due date. Please complete the Pre-Authorized Payments revision form for changes. Pay in person at City Hall We accept cash, cheques (current and post-dated) and debit at the cashier wickets at City Hall (3731 Old Okanagan Hwy, West Kelowna, BC V4T 0G7) main reception. Our hours are 8:30 a.m. to 4:30 p.m. Monday to Friday, excluding Statutory Holidays. We do not accept credit cards, but we do accept cheques from credit card companies; or, you can arrange to pay by credit card through a third party company such as Plastique or PaySimply. Ensure you, or your legal representatives, contact the Utility Billing Department at ub.finance@westkelownacity.ca or 778 797-8850 at least 24 hours before your move in order to close your account and/or open a new account and arrange to have your meter read. New accounts are opened in property owners’ names; a Request to Bill Tenant form can be completed to add a tenant's name as a care-of for reference purposes. |

Water rates will increase annually to pay for maintenance and operations costs and improvements required throughout the Powers Creek and Rose Valley Water Service Areas. The City runs these not-for-profit service areas on behalf of ratepayers and best practices require that rates reflect the true costs of operating and maintaining the systems and covering the costs of upgrading and replacing storage, distribution and treatment infrastructure.
