ROAD CLOSURE PERMITTING PROCESS
The City of West Kelowna welcomes production crews and filming to our community.
In this section of our website, you will find information on permits and fees as well as information on past productions.
Filming within the City of West Kelowna requires a Special Events application which can be obtained by emailing eng.services@westkelownacity.ca
Filming on Municipal Property or Buildings
Any filming that impacts municipal lands, public streets, right-of-ways, public building or lands must have a Municipal Highways Permit.
Filming activities are permitted between 7am and 10pm. For late night, early morning filming or moving activities falling outside of these times please contact eng.services@westkelownacity.ca for approvals.
Filming in Residential Neighbourhoods

If you are a private homeowner and are interested in having your property as a filming location, you are encouraged to register with Creative BC. All negotiations with productions companies are the responsibility of the homeowner.

Filming Permit Application
A Municipal Highway Permit is required if you will be filming or setting up on any municipal land. A Municipal Highway Permit is not required if filming and setting up on private property, but a Special Events application must still be made and submitted for approvals.
Municipal Highway Permit Application
With your application, the following documents/items need to be submitted to eng.services@westkelownacity.ca for processing. Applications usually take 7-10 days to process.
- Completed Municipal Highway Permit application, including all contact information.
- Certificate of Insurance (COI) naming the City of West Kelowna as additionally insured for a minimum of $5 million Comprehensive General Liability Insurance coverage.
- Details drawings showing all works.
- Traffic Control Plan (if required).
- Application Fee of $75 Right-of-way or $100 Access Application Fee.
Notes for Filming Permits
1. For location, please specify the highway name and landmarks that indicate the outer boundaries of where you are filming.
2. Your description should include:
- The dates and times of filming.
- The nature of what you are filming.
3. Whether you will be using special effects and/or stunts.
4. Specify the production company name and phone number and its Certificate of Incorporation number, if applicable.
5. Authorities you will need to notify include:
- The R.C.M.P.
- The road and bridge maintenance contractor.
6. Provide appropriate Certificate of Insurance.
The Okanagan Film Commission is a full service commission offering location scouting, tech surveys and liaison and facilitating services. They also offer an extensive locations digital photo library and a crew database of experienced individuals available to work in the Okanagan. The City of West Kelowna’s Economic Development & Tourism Department works closely with the Commission on location scouting and support services.
The commission operates out of the Economic Development Commission of the Regional District of the Central Okanagan.
West Kelowna is has become a home-away-from home for multiple production crews when they are filming in the Okanagan. Our central location, easy access to Vancouver as well as quiet setting has enabled production crews and actors to have the privacy they need while still having access to amenities and site locations.
