Rose Valley Water Treatment Plant adopts local area service and long-term borrowing bylaws

Council considered and adopted the local area service and long-term borrowing bylaws with 229 of 8,267 future Rose Valley Water Treatment Plant property owners submitting petition-against forms prior to the October 2, 2020 deadline. Early works construction is nearly completed. The plant is scheduled to be operational in 2022.

Rose Valley Water Treatment Plant update provided to Council

The City of West Kelowna continues to pass major milestones in moving forward with Rose Valley Water Treatment Plant, the City’s top priority, despite the unprecedented COVID-19 pandemic. The City has successfully completed the Subject to Petition Against process and Council may now consider adopting the necessary bylaw to borrow up to $23.5 million over the long-term of 25 years. Council Adopts Bylaw to Obtain Loan for City Hall in 2022

FOR IMMEDIATE RELEASEOctober 07, 2020 West Kelowna Council has approved the City Hall borrowing authorization bylaw that includes using an Assent Free Loan to design, build and finance its first City Hall. The City’s current debt is below five per cent of its annual revenue calculation, defined by the Province of British Columbia, which allows the City to borrow against its revenue. This means the City can apply to borrow up to the $11 million limit allowable under an Assent Free regulation...
