Economic Development Committee

Council announced it had appointed the following people to its Economic Development Committee for a period of two years, term ending December 31, 2019:

The City of West Kelowna's Economic Development Committee provides advice and support to Council and staff on local and national economic trends and participates in annual economic development planning activities.

Olalla Road Development

Council gave second reading to an Official Community Plan Amendment Bylaw and Zoning Amendment Bylaw for 2750 and 2708 Olalla Road. The proposed rezoning is from Institutional and Assembly to Comprehensive Development Zone. The two parcels, five acres in size, are located next to the Lakeview Village commercial area, the developer of which is the same proposing this new development. The proposal also involves the City-owned fire hall site. Envisioned is a mixed-use neighbourhood centre with a unique character and sense of place. The intent of the application is to permit a multiple family development, including a seniors-oriented independent living component. The development concept proposes approximately 300 residential units spread over four buildings ranging in height from two to six storeys, with one building of up to ten stories if the covenant requirements are met including the developer contributing land and $2.55 million towards building a new fire hall within five years. At this time, the cost to the City for a new fire hall at this location is estimated to be $5 million. The proposal will now be scheduled for a public hearing at an upcoming meeting.

Development Applications Delegation Requests

Council amended its Delegation Requests regarding Development Applications Policy to better reflect the legal authority it has regarding public input on development permits. The Policy formerly indicated that opportunities may be provided to hear from applicants or the public on development applications, which implies that Council would consider public input on development permit applications. However, the City’s Official Community Plan includes development permit guidelines that Council is bound by and input from the public cannot be considered if guidelines are met.

Boucherie Road Development

Council approved a Multiple Family and Hillside Development Permit to facilitate the construction of six single family dwellings and six duplexes on Boucherie Road. The Sunrise Pointe development will be accessed from lane ways via Golden View Drive.

Speculation Tax

Council requested staff provide a report to Council at an upcoming meeting on the consequences of the Province of BC’s recently-announced speculation tax on properties in West Kelowna (among some other municipalities) that are owned by non-residents.
