Warriors Reassume Concession Business

Council approved returning the concession in Royal LePage Place to Vision Sports Group, the new ownership consortium of the West Kelowna Warriors BCHL Hockey Team. The Warriors’ owners requested to reassume concession operations as part of their new business plan for the team; and their agreement with the City of West Kelowna gives them exclusive rights to food services within the entire building. The previous ownership decided in November 2016 that it no longer wished to operate the concession and the City of West Kelowna purchased all related equipment from the Warriors at a depreciated value. The city will retain ownership of the concession equipment. The terms of the agreement are similar to those at arenas in other jurisdictions.

Investigation into Scharf Road Concerns Continues

Council heard a presentation from residents on Scharf Road who’ve expressed concerns about ongoing alleged criminal activity and bylaw infractions in the area. Staff indicated that RCMP has opened a file and have committed to an increased presence in the area. Staff continues to attend for bylaw related complaints that the residents have filed with the city. West Kelowna staff has also begun working with partner agencies to discuss agricultural housing and working conditions in the community in general. Staff has been instructed to report back to Council with information on how the issues and concerns raised can be resolved; the city’s investigation is ongoing at this time.

Flooding Effects on City Operations Assessed

Council was told that the 99-day Emergency Operation Centre activation for the 2017 Freshet, which included creek and lake flooding response and recovery, consumed more than a quarter of staff’s daily work for the duration of the event, in addition to any evening and weekend response required. In the case of the Parks and Fleet Supervisor however, 100% of his time was spent on flood response and recovery during the emergency. The response and recovery has resulted in delays in the city’s core work. Costs to the City of West Kelowna will be fully analyzed as part of upcoming budget preparations in the fall. Work and projects not completed will result in budgeted funds not being expended in 2017 and transferred over to operational and capital work in 2018 or later. Council has adopted an updated Strategic Priorities and Operational Plan to reflect the shift in work plans.

Zoning Bylaw Amendment Considered for Upper Glenrosa Subdivision

Council gave first and second readings to Zoning Amendment Bylaw No. 0154.56 for three properties at Glenrosa and Salmon Roads. The applicant proposes to rezone the lots from Rural Residential Large Parcel to Low Density Multiple Residential, Single Detached Residential and Parks and Open Space to create a new subdivision. The proposed neighbourhood would be 67 per cent single family housing, nine per cent parks and open space and eight per cent multiple family units, with roads making up the remainder. The rezoning would be consistent with land use designations outlined in the Official Community Plan. Council has directed staff to schedule a public hearing pending submission of proposed designs for adjacent street and storm water improvements on Glenrosa Road and assistance to construct improvements at nearby Stonegate Park.
