Public Consultation - Secondary Suites & Carriage Houses

COUNCIL IS CONSIDERING SOME CHANGES TO THE EXISTING REGULATIONS


A Council workshop was held on February 28, 2017 where Council considered existing regulations for suites and carriage houses and how they may be improved. The proposed changes are Council’s direction resulting from that workshop. Council would like to know what the citizens of West Kelowna think of the proposed changes. 

 The proposed changes would include the following;

  • Allowing a suite entrance to face the same road as the principal dwelling entrance, provided the suite entrance is subordinate in appearance.
  • Permitting suites within the Compact Housing RC3 zone located throughout the City, the Comprehensive Development CD1(C), CD1(D), CD1(E) zones located in the Westlake / Rose Valley Estates area and the Comprehensive Development CD3(A) zone located in the Mission Ridge area, provided that the parcels have a minimum lot size of 550 m2 (5,902.2 ft2) or greater.
  • Reducing the requirement for landscape or fence screening along parcel boundaries for parcels where carriage houses are constructed adjacent to residential or rural zones.
  • Removing the requirement for sign-off of all shared access owners, easement holders or strata councils where suites or carriage houses are accessed from these private roads.

Open House:


On April 25, 2017 from 3:30 - 6pm  an Open House was held at Constable Neil Bruce Middle School at 2010 Daimler Rd. Information on the proposed changes was made available and City staff was in attendance to answer questions and hear the public's thoughts!

Be heard at the Public Hearing:


A Public Hearing will be held on May 17, 2017 at 6pm at Westbank Lions Hall located at 2466 Main Street. 

​You are welcome to attend the public hearing and voice your opinion on the proposed changes. You may also submit your thoughts in writing by mail, email or fax no later than 4pm on May 16, 2017.
